Çalışmamızın ana eksenini oluşturan Almanya’nın Modelski’nin tanımlamalarının içinde yer almaması, Almanya’nın güçlü bir devlet olmadığı anlamına gelmemektedir. Tarihsel süreçte Avrupa’da hâkim güç olmak için çabalayan ve bu çerçevede iki dünya savaşının da başat aktörlerinden biri olan Almanya, her ne kadar küresel bir güç olamadıysa da bölgesel bir güç olarak etkinliğini sürdürmeyi başarmıştır. Bu noktadan hareketle ilk bölümde bir devletin bölgesel veya küresel güç olabilmesi için literatürde genel kabul gören kavramlardan oluşan güç unsurları ile Almanya’ya yönelik bir analiz gerçekleşmeyi amaçlayan çalışma, ikinci bölümünde ise birleşmenin ardından Almanya’nın meydana gelen krizlere verdiği tepkiye odaklanacaktır. Avrupa Birliği’nin lokomotifi olarak adlandırılan Almanya’nın bu dönemde Balkanlardan, Ortadoğu’ya krizlere verdiği tepkilerin analizi, Almanya’nın bölgesel bir güç olup olmadığı tartışmaları açısından oldukça önem arz etmektedir. Üçüncü bölümde ise 2000’li yıllarda genişleme halkası ile birlikte Euro krizi, anayasal kriz ve mülteci krizi başta olmak üzere bir dizi krizle baş başa kalan AB’de Almanya’nın bu krizlerdeki rolü irdelenmeye çalışılacaktır. Özellikle Ukrayna krizinde başat bir rol oynayan Almanya’nın, bu krize verdiği reaksiyonlar analiz edilerek, ulusal yapı, kamuoyu ve çıkar grupları çerçevesinde Almanya’nın rolünün çerçevesi çizilecektir.
The fact that Germany is not included in the definitions of Modelski, which is the main axis of our work, does not mean that Germany is not a strong state. Germany, which in the historical process strives to become a dominant power in Europe and is one of the main actors of the two world wars in this context, has managed to continue its activity as a regional power, although it could not be a global power. From this point, the study aimed at conducting an analysis towards Germany with the power elements consisting of concepts that are generally accepted in literature in order for a state to be a regional or global power in the first part, and in the second part will focus on the reaction of Germany to the crises that occur after the unification. The analysis of Germany’s reactions to the crises from the Balkans and the Middle East during this period, called the European Union’s locomotive, is of great importance in terms of the discussions whether Germany is a regional power. In the third part, the role of Germany in these crises in the EU, which is faced with a series of crises, including the Euro crisis, the constitutional crisis and the refugee crisis in the 2000s along with the expansion ring, will be attempted to explore. By analyzing the reactions of Germany, which has played a major role in the Ukrainian crisis, the framework of the role of Germany in the framework of national structure, public and interest groups will be drawn up.
