Irkçılık ve ayrımcılık karşıtı uygulama, sosyal hizmetin temel konularından ve etik ilkelerinden biridir. Ayrımcı ve ırkçı muamele, aynı zamanda insan hakları ihlalidir. İnsanlar, ayrımcılık ve ırkçılığa maruz kalmaları nedeniyle sosyal hizmet yararlanıcısı olabildikleri gibi, sosyal hizmetlerden yararlanma süreçlerinde de ayrımcılığa ve ırkçılığa maruz kalabilmektedirler. Bu nedenle ayrımcılık ve ırkçılık, sosyal hizmet eğitiminde ve mesleki uygulamalarda sıklıkla ele alınan ve çalışılan konular olagelmiştir. Irkçılık ve ayrımcılık karşıtı, radikal, eleştirel, feminist sosyal hizmet ile bu yaklaşımlardan beslenen baskı karşıtı sosyal hizmet teorisi ve uygulaması üzerine geniş bir sosyal hizmet literatürü bulunmaktadır. Bu makalede, ayrımcılık ve ırkçılık, insan hakları temelinde ele alınarak, Türkiye’deki yasal durum ve uygulamalar aktarılmış, sosyal hizmet eğitimi ve uygulamalarında yapılabilecekler üzerine önerilerde bulunulmuştur.
Anti-rasism and anti-discrimination practice is one of the core subjects and ethical principles of social service. Discriminatory and racist treatment is also a violation of human rights. As people can benefit from social services because of their exposure to discrimination and racism, they can also be exposed to discrimination and racism in the process of benefiting from social services. Therefore, discrimination and racism have become the topics that are frequently addressed and studied in social services education and professional practices. There is a broad literature of social service on the theory and practice of anti-racial and discriminatory, radical, critical, feminist social service that is fed by these approaches. In this article, discrimination and racism are discussed on the basis of human rights, the legal situation and practices in Turkey are transmitted, the social services education and practices can be done.
Practices against discrimination in general and racism as an extreme form of discrimination in particular are one of the basic issues and ethical principles of social work. Discriminatory and racist treatment is also a violation of human rights. People who are exposed to discrimination and racism can be social work beneficiaries while they can also be exposed to discrimination and racism in their social service processes. For this reason, discrimination and racism have been frequently addressed and studied issues in social work education and professional practice. There is a wide range of literature on radical, critical, feminist, anti-racist, anti-discriminatory social work, and the theories and practices of social work against oppression nurtured from those approaches. In this article, handling within the base of human rights, legal framework and practices in Turkey on discrimination and racism is cited. Suggestions are made on what can be done in social work education and practice.
