Birleşmiş Milletler ve koronavirüs salgınıyla mücadelede küresel yönlendirici bir rol oynaması beklenen Dünya Sağlık Örgütü gibi uluslararası ve Avrupa Birliği gibi ulus üstü örgütlerin özellikle salgının yayılması ve salgınla mücadele hususlarında, arzu edilen uluslararası dayanışmayı gösterememiş olması, uluslararası örgütlerin fonksiyonlarına, etkinliklerine ve meşruiyetlerine yönelik inancın sorgulandığı tartışmaları beraberinde getirmiştir. Bu çalışmada, koronavirüs salgının genel olarak uluslararası örgütlere ve uluslararası dayanışmaya özel olarak ise NATO’ya yönelik etkileri uluslararası toplum, uluslararası sistem ve çok taraflılık kavramları aracılığıyla ele alınacaktır. Çalışmanın iki temel tespiti vardır. Birincisi uluslararası toplumun bir unsuru olan uluslararası örgütlerin küresel sorunların çözümünde ancak belirli şartların oluştuğunda etkili olabildiğidir. İkinci tespit ise, salgının uluslararası sistemi tam olarak değiştirmekten ziyade salgın öncesinde zaten başlamış olan süreçlere etkilerinin olacağıdır. 3-4 Aralık 2019 tarihinde Londra’da gerçekleştirilen NATO Zirvesi’nde ilk defa, resmi olarak, Çin’in küresel nitelikli politikalarının İttifak için zorlayıcı etkisinin Zirve Bildirgesi’nde vurgulanması ve salgının küresel nitelik kazanması sonrasında Çin ile salgının yayılması arasındaki ilişki üzerine Trump Yönetimi tarafından geliştirilen söylem, NATO'nun Çin’i Asya Pasifik Bölgesi’nde dengelemeye yönelik olarak daha fazla faaliyet içerisinde olacağının bir göstergesi olarak kabul edilebilir. Koronavirüs salgını sonrasında ABD’nin Çin’e yönelik politikalarında NATO’nun Avrupalı müttefiklerini istediği ölçüde yanına çekebilmesi ya da bütün üyeler tarafından benimsenen NATO politikalarının başarısını etkileyebilecek en önemli zorlayıcı unsur ise, salgının küresel ekonomiye olan etkileri olacaktır. Bu bağlamda, NATO içerisinde uzun bir tarihi olan yük paylaşımı sorunu İttifak’ın gündemini daha fazla işgal edebilir.
The United Nations and the World Health Organization (WHO), which are expected to play a global lead role in the fight against the coronavirus epidemic, and the international and international organizations such as the European Union have not shown the desired international solidarity in the sphere of the spread of the epidemic and the fight against the epidemic, have brought into question the belief in the functions, activities and legitimacy of international organizations. In this study, the effects of the coronavirus epidemic on international organizations in general and international solidarity in particular on NATO will be discussed through the concepts of international society, international system and multilaterality. The study has two basic findings. The first is that international organizations, which are an element of the international society, can only be effective in solving global problems when certain conditions arise. The second detection is that the epidemic will have an impact on the processes that have already begun before the epidemic, rather than to completely change the international system. For the first time at the NATO Summit held in London on December 3-4 2019, the statement developed by the Trump Administration on the emphasis on the forceful impact of China’s global quality policies on the Alliance in the Summit and the relationship between China and the spread of the epidemic after the epidemic gained global quality, can be seen as an indicator that NATO will be more active in order to balance China in the Asia-Pacific region. If, after the coronavirus epidemic, the U.S. is able to attract the NATO to the extent it wants to in its policies towards China, or the most important factor that can affect the success of NATO policies adopted by all its members, the epidemic will have the effects on the global economy. In this context, the issue of the burden sharing, which has a long history within the NATO, could further occupy the Alliance’s agenda.
The fact that international organizations such as the United Nations and the World Health Organization and supranational organizations such as the European Union, which are expected to play a guiding role globally in the fight against the Coronavirus pandemic, have not been able to demonstrate the desired international solidarity, especially in the spread of the outbreak and the fight against the pandemic, brought about discussions that questioned the belief in the functions, activities, and legitimacy of international organizations. In this study, the effects of the Coronavirus pandemic on international organizations and international solidarity in general and on NATO in particular will be discussed through the concepts of the international society, international system, and multilateralism. The study has two key findings. The first finding is that international organizations, which are an element of the international society, can be effective in solving global problems only when certain conditions occur. The second finding is that the pandemic will have effects on processes that have already begun before the outbreak, rather than changing the international system. Emphasizing the challenging impact of China's global policies on the Alliance officially for the first time at the NATO Summit held in London on 3-4 December 2019 and the discourse of Trump Administration on the relationship between China and the spread of the pandemic after the outbreak became global can be considered as an indication that NATO will be more involved in balancing China in the Asia Pacific Region. After the Coronavirus pandemic, the most important challenging factor that may affect the success of NATO policies adopted by all members and the US's influence on NATO's European allies in its policies towards China will be the effects of the pandemic on the global economy. In this context, the problem of burden-sharing, which has a long history within NATO, may occupy the Alliance's agenda further.
