T.C. Kültür ve Turizm Bakanlığı bünyesinde hizmet veren Kültür Varlıkları ve Müzeler Genel Müdürlüğü Arşivi’nde, Türkiye’nin dört bir yanındaki müzelerde görev almış müze memurlarının terfiye hak kazanmalarını sağlamak amacıyla hazırladıkları, müdürlük envanterinde “terfi tezi” ya da “terfi etüdü” olarak adlandırılan önemli çalışmalar bulunmaktadır. Günümüze kadar gelebilmiş bu etüt çalışmaları, Kültür Varlıkları ve Müzeler Genel Müdürlüğü arşiv birimi sorumluları tarafından Klasör 1’den Klasör 34’e kadar numaralandırılarak 330 dosya şeklinde tasnif edilerek muhafaza edilmektedir. Bu tezlerden en erken 1936 senesinde yazılanlar olup, en geç ise 1985 yılında yazılan tek bir çalışma bulunmaktadır. Bu 330 tezin konu dağılımlarına bakıldığında; halkbilimi, dilbilimi, coğrafya, tarih, hukuk, arkeoloji, kazı, restorasyon, sanat tarihi, mimarlık tarihi vb. gibi birçok önemli alanda özgün konu başlıklarına göre yazıldıkları görülmektedir. Yapılan literatür araştırması neticesinde, bu etütlerin, 23.06.1934 tarihinde Türkiye Büyük Millet Meclisi’nde kabul edilen 2530 sayılı “Müze ve Rasathane Teşkilât Kanunu” doğrultusunda yazılmaya başlandıkları anlaşılmıştır. Bu husus, terfi tezlerinin yazılış amacının sadece terfi etmek olmadığını ve ülkede uygulanan kültür politikasında müzeciliğin sahip olduğu yeri göstermektedir. Ayrıca, bu terfi tezlerinin içerik ve kurguları dikkate alındığında her biri önemli birer belge niteliği taşıyan bu çalışmalardan yayınlar yapıldığı görülmektedir. Bu tezleri hazırlayan müzecilerin birçok farklı mesleklerden gelmesi ise etütleri daha ilginç bir noktaya taşımaktadır. Bu makalede, sanat ve mimarlık tarihine katkı sunan 37 adet tez içerisinden tek mimar olarak müzeciliğe hizmet vermiş Yüksek Mimar Mustafa Ayaşlıoğlu’na ait iki terfi etüdünün incelenmesi örnek tablolar üzerinden yapılacaktır.

The Ministry of Culture and Tourism, which serves within the Ministry of Cultural Assets and Museums General Directorate’s Archive contains important works called “premium thesis” or “premium thesis” in the administration’s inventory, which the museum officials who served in museums across Turkey are preparing in order to ensure the right to promote. These studies, which have been made up to date, are stored by the archive unit of the Directorate General of Cultural Assets and Museums and are classified in the form of 330 files by the director of the archive unit of the Directorate General of Cultural Assets and Museums and are numbered from folder 1 to folder 34. The first of these theses was written in 1936 and the last one was written in 1985. Considering the thematic distribution of these 330 theses; popular science, linguistics, geography, history, law, archaeology, mining, restoration, art history, architecture history, etc. In many areas, they are written according to the original subjects. According to the literary research, it is clear that these studies began to be written in accordance with the "Museum and Race Organization Act" No. 2530 adopted by the Great National Assembly of Turkey on 23.06.1934. This point shows that the writing of promotional theses is not just to promote and the place where the music has in the country’s cultural policy. Furthermore, it appears that, taking into account the contents and fiction of these promotional theses, publications from these works are made, each of which has an important documentary character. The fact that the museums that prepare these theses come from many different professions is that the studies are brought to a more interesting point. In this article, the study of the two promotional studies of the High Architect Mustafa Ayaşlıoğlu, who served the museum as the only one of the 37 theses that contributed to the history of art and architecture, will be done through sample tables.
In the Archive of General Directorate of Cultural Heritage and Museums rendering service within Turkish Republic Ministry Of Culture and Tourism, there are important studies called “promotion thesis” or “promotion study” in the inventory of the Directorate prepared by museologists working in museums throughout Turkey in order that they gain right to promotion. These studies that survived until today are numbered from Folder 1 to Folder 34 and kept after being classified as 330 files by archive keepers of General Directorate of Cultural Heritage and Museums. Amongst the earliest there were thesis written in 1936 and the recent and the only thesis was written in 1985. When the subjects of these 330 theses were examined, it is seen that they were written according to original topics on many important fields such as ethnology, linguistics, geography, history, archaeology, excavation, restoration, art history, history of architecture, etc. As a result of the literature research, it is seen that these studies were started to be written in accordance with the “Law on Organization of Museums and Observatories” number 2530 passed at Grand National Assembly of Turkey on 23.06.1934. This issue shows those promotion theses were written not only to be promoted but also to emphasize museology in culture policy of the country. Furthermore, when the content and construct of these promotion theses are taken into consideration, it is seen that these studies consisting of critical documents each are published. The case that Museologists have different occupations makes the studies more interesting. In this article, two promotions of Senior Architect Mustafa Ayaşlıoğlu who is the only architect serving to museology will be examined on sample tables among 37 thesis and contributing to the history of art and architecture.
