Ortadoğu’nun devletçi ortamı içinde varlığını asırlar boyu sürdüren Osmanlı Devleti’nde, genellikle bütün alanlarda olduğu gibi muhasebe düşüncesinin de devletçi bir ortamda geliştiği gözlenmektedir. Kaçınılmaz olarak muhasebe mesleği de devletçi anlayış çerçevesinde gelişmiştir. Osmanlı mali yapısının özelliği, mali düzeni muhasebecilerin sürdürmüş olmasıdır. Yani mali kararları muhasebeciler alıyor, bu kararları muhasebeciler uyguluyor ve kayıtları da muhasebeciler yapıyordu. Bu durum, muhasebe mesleğinin devlet muhasebesi içinde etkin bir şekilde gelişmesinin yolunu açıyordu.Bu ortam içinde devlette bir muhasebe düşüncesinin hakim olduğu ve mali olayların muhasebeci gözü ile çözülmesine çalışıldığı; yani muhasebe kültürünün devlet yapısında etkin bir durumda bulunduğu anlaşılmaktadır. Ve böyle bir ortam, muhasebe mesleğinin sağlam örgüt yapısına sahip bulunmasını, muhasebecilerin hiyerarşik bir düzene sahip olmasını sağlamıştır. Bu düzen Tanzimat (1839) ile birlikte bozulmuştur. Çünkü bu tarihte Maliye Nezareti kurulmuş ve devlet muhasebesi örgütü Muhasebe-i Umumiye adı ile daha küçük bir yapı haline getirilmiştir. Kuşkusuz bu değişim, yerinde ve çağdaş uygulamalara uygun bir gelişmedir. Ama, özel kesim gelişemediği için, devlet örgütü dışında muhasebe mesleği gelişme gösterememiş ve mesleğin ne örgütsel bir yapısı ne hiyerarşik bir düzeni ve ne de unvanları olmuştur. Bu boşluk, 1989 yılında Türkiye Serbest Muhasebeci Mali Müşavirler ve Yeminli Mali Müşavirler Odaları Birliği (TURMOB) nin kuruluşuna kadar devam etmiştir. Yani 1839 -1989 yılları arasında 150 yıllık bir dönemde, Türkiye’de muhasebe mesleği vardır, ama bir örgütsel yapıya sahip değildir.
In the Ottoman State, which has continued its existence in the state environment of the Middle East for centuries, it is observed that the accounting thought, as often in all fields, is also developed in a state environment. The accounting profession has inevitably evolved within the framework of governmental understanding. The characteristic of the Ottoman financial structure is that the financial order is kept by the accountants. That is, financial decisions are taken by accountants, these decisions are taken by accountants, and the records are also made by accountants. This situation opened the way to the effective development of the accounting profession within the state accounting.In this environment it is clear that a accounting thought is dominated in the state and that financial events are attempted to be resolved by the accounting eye; that is, that the accounting culture is in an effective state structure. And such a environment has ensured that the accounting profession has a solid organizational structure, that the accountants have a hierarchical order. This order was broken together with Tanzimat (1839) Because in this date the Financial Nazi was established and the state accounting organization was made a smaller structure with the name of Accounting-i Umumiye. Unfortunately, this change is a development in place and in accordance with contemporary practices. But, as the private section was not developed, the accounting profession was not developed outside the government organization, and the profession has not had a organizational structure, nor a hierarchical order, nor the titles. This emptiness continued until the establishment of the Turkish Free Accountant Financial Clients and Jurious Financial Clients Chambers Association (TURMOB) in 1989. That is, in a period of 150 years between 1839 and 1989, there is a accounting profession in Turkey, but it does not have an organizational structure.
