Dünya genelinde hızla yaşlanan nüfus karşısında, mevcut bakım politikalarının yaşlılar için yetersiz kalması yaşlıların bakımı ile ilgili yeni ihtiyaçları ortaya çıkarmıştır. Yaşanan etik ihlaller, tüm yaşlıların ihtiyaçlarını, isteklerini, sorunlarını aynıymış gibi değerlendirmekten doğmaktadır. Yaşlılar bireysel özellikleri, istekleri ve beklentileri göz ardı edilerek toplumda ki yeri ve toplumda maruz kaldığı ayrımcılıklar düşünülmeden değerlendirilmektedir. Dezavantajlı durumlarının değişmesi mevcut bakım uygulamaları ile mümkün olamamaktadır. Yaşlılara ilişkin her alanda adaletli bir yaklaşım söz konusu değildir. Yaşlıların bakım konusunda çoğu zaman katılımları önemsenmemektedir. Aileler ya da uzmanlar bazı kararları yaşlılar adına vermektedir. Yaşlılar bilgiye erişim ve bakım desteğine ulaşma gibi konularda engellerle karşılaşmaktadır. Bu engeller yaşlıların güçlenmeleri önünde önemli engeller oluşturmaktadır. Yaşlıların kendileri ile ilgili konularda sınırlı seçenek içinden seçim yapmaya çalıştığı görülmektedir. Bu çalışmada yaşlı refah alanı incelenerek yaşlıların bakım konusunda yaşadığı güçlüklere değinilmiştir. Türkiye’de ve farklı refah devletlerinde yaşlı bakım modelleri sosyal hizmetin değer temeli ile değerlendirilmiş ve yaşlı bakımı konusundaki etik ihlaller tartışılmıştır. Bakım modelleri temelde iki grupta incelenmiştir. Bunlardan ilki yatılı ya da gündüzlü kurum bakımlarıdır. Bir diğeri ise evde bakım uygulamalarıdır. Bakım modelleri sosyal hizmetin geleneksel ve özgürleştirici değer temeli çerçevesinde değerlendirilmiştir. Bireyin biricikliği, yargılayıcı olmayan tutumlar, kabul, kendi kaderini tayin, duyguların amaçlı dışa vurumu, bireysellikten uzaklaşma, eşitlik, sosyal adalet, birlikte çalışma, güçlendirme, yurttaşlık ve otantiklik değerlerine göre yaşlı bakımında yaşanan etik ihlaller tartışılmıştır. Görülen bu etik ihlallerin ortadan kaldırılmasına yönelik önerilerde bulunulmuştur.

Faced with the rapidly aging population around the world, the lack of existing care policies for the elderly has revealed new needs in terms of the care of the elderly. The moral breaches arise from evaluating the needs, desires, and problems of all the elderly as equal. The elderly are ignored by their individual characteristics, desires and expectations, regardless of the differences that they are exposed to in society and in society. Changing the disadvantaged conditions is not possible with the existing care practices. There is no fair approach in all areas concerning the elderly. It is often uninterested for the attention of the elderly. Parents or experts make some decisions on behalf of the elderly. Seniors are faced with obstacles in issues such as access to information and care support. These obstacles create significant obstacles to the strengthening of the elderly. It appears that the elderly are trying to make a limited choice in matters related to themselves. In this study, the study of the oldest welfare area pointed out the difficulties experienced by the elderly in the care. In Turkey and in different welfare states, older care models have been assessed as the value base of social service and ethical violations on the subject of older care have been discussed. The model of care has been studied in two groups. The first of them is the day or day. The other is home care. Care models have been assessed in the framework of the traditional and liberalizing basis of social service. The individual’s singularity, non-judgmentary attitudes, acceptance, determination of his own fate, intentional shooting of emotions, departure from individuality, equality, social justice, joint work, strengthening, citizenship and authenticity values have been discussed. These ethical breaches are to be eliminated.

Ethical violations arise from evaluating the needs, desires, and problems of all elderly people as if they were the same. Elderly people are evaluated without considering the individual characteristics, desires and expectations and their place in the society and the discrimination they are exposed to in society. Changing the disadvantageous situation is not possible with the existing care practices. There is no fair approach in all areas of the elderly. Elderly people's opinions about care are often ignored and their participation is ignored. Families or social workers make some decisions on behalf of the elderly. The elderly face obstacles such as access to information and access to care support. These barriers constitute important obstacles for the empowerment of the elderly. It is seen that the elderly try to choose from a limited choice of issues related to themselves. In this study, the elderly welfare area was examined and the difficulties experienced by the elderly in care were discussed. Aged care models were evaluated with the value basis of social work in different welfare states and in Turkey. Ethical violations in aged care were also discussed. Maintenance models are basically examined in two groups. The first of these is residential institutions or day-care institutions. Another is home care practices. Care models were evaluated within the framework of the traditional and emancipatory value of social work. The individual's uniqueness, non-judgmental attitudes, acceptance, self-determination, expression of emotions and alienation from individuality, equality, social justice, working together, empowerment, citizenship and ethical violations in elderly care are discussed. Recommendations were made to eliminate these ethical violations.
