Bu araştırmanın amacı, üniversitelerin stratejik planlarını Araştırma Üniversiteleri Performans İzleme Endeksi bağlamında incelemektir. Araştırmanın evrenini YÖK tarafından belirlenen Türkiye’ deki araştırma ve aday araştırma üniversiteleri oluşturmaktadır. Nitel araştırma yöntemi kullanılan araştırmanın evrenini, araştırma ve aday araştırma üniversitelerinin stratejik planları oluşturmaktadır. Araştırma evrenine ulaşmak zaman, emek ve maliyet açısından bir zorluk oluşturmadığı için tam sayım yöntemi tercih edilmiş ve örnekleme ihtiyaç duyulmamıştır. Araştırma ve aday araştırma üniversitelerinin stratejik planları, betimsel analiz tekniğinden faydalanılarak analiz edilmiştir. Analiz sonucunda, araştırma ve aday araştırma üniversitelerinin stratejik planlarının Araştırma Üniversiteleri Performans İzleme Endeksi’nde yer alan göstergelerle büyük ölçüde örtüşmediği tespit edilmiştir. Araştırma ve aday araştırma üniversitelerinin stratejik planlarında en fazla yer verilen göstergelerin “Bilimsel Yayın Sayısı”, “Dolaşımdaki Öğretim Üyesi/Öğrenci Sayısı” ve “Öğretim Üyelerinin Teknopark, Kuluçka Merkezi, TEKMER’de Ortak veya Sahip Olduğu Faal Firma Sayısı” olduğu saptanmıştır. Araştırma ve aday araştırma üniversitelerinin stratejik planlarında en az yer verilen göstergelerin “Uluslararası Patent Belge Sayısı”, “Üniversite-Üniversite İş Birlikli Yayın Oranı”, “Üniversite-Sanayi İş Birlikli Yayın Oranı”, “Uluslararası İş Birlikli Yayın Oranı” ve “TÜBİTAK 2244 Sanayi Doktora Programı Öğrenci Sayısı” olduğu, hiç yer verilmeyen göstergelerin ise, “Incites Dergi Etki Değerinden ilk %10’luk Dilime Giren Yayın Oranı” ve “TÜBİTAK 1004 Programı Kapsamında Desteklenen Teknoloji Platformu Projesi Kapsamında Alınan Fon Tutarı” olduğu saptanmıştır. Araştırma Üniversiteleri Performans İzleme Endeksi’nde %25 oranında etkiye sahip “Araştırma Kapasitesi”, stratejik planlarda en çok yer verilen tema iken; %40 etkiye sahip “Araştırma Kalitesi” temasının ikinci derecede önemsendiği saptanmıştır. %35 ağırlık oranına sahip “Etkileşim ve İşbirliği” teması ise stratejik planlarda en az yer verilen tema olarak saptanmıştır.
The aim of this research is to study the strategic plans of universities in the context of the Research University Performance Monitoring Index. The universe of research is formed by research and candidate research universities in Turkey determined by YÖK. The quality research method forms the universe of the research used, the research and candidate research universities’ strategic plans. The method of complete counting was preferred because the reach to the research universe was not a challenge in terms of time, labor and cost and the sampling was not required. The strategic plans of research and candidate research universities have been analyzed using the technique of visual analysis. As a result of the analysis, it has been found that the strategic plans of research and candidate research universities are not largely in line with the indicators listed in the Research Universities Performance Monitoring Index. The most placed indicators in the strategic plans of research and candidate research universities are "Scientific Publications Number", "Teacher/Student Number in Circuit" and "Teacher's Technopark, Kuluçka Center, Partner or Operating Company Number in TEKMER". The indicators that are at least included in the strategic plans of research and research universities are "International Patent Document Number", "University-University Joint Broadcast Rate", "University-Industrial Joint Broadcast Rate", "International Joint Broadcast Rate" and "TÜBİTAK 2244 Industrial Doctoral Program Student Number", and the indicators that are at all not included, "Incites Magazine Effect Value's First 10% Language Broadcast Rate" and "TÜBİTAK 1004 Programme's Supported Technology Platform Project's Funding Rate". The research universities’ performance monitoring index “Research Capacity” has an impact of 25% on the topics of strategic plans, while the “Research Quality” has an impact of 40% on the topics of research. The theme "Interaction and Cooperation" with a weight rate of 35% is set as the topic that has the least place in strategic plans.
The purpose of this research is to examine the strategic plans of universities in the context of the Performance Monitoring Index of Research Universities. The population consists of the research and candidate research universities in Turkey that are determined by the council of higher education of Turkey. The authors applied the qualitative research method to the population, which consists of the strategic plans of the research and candidate research universities. As reaching the population is neither hard nor costly, the authors preferred to use total population sampling rather than sampling. The authors analyzed strategic plans of research and candidate research universities with the descriptive analysis technique. According to the research results, it has been determined that the strategic plans of research and candidate research universities do not largely overlap with the indicators in the Performance Monitoring Index of Research Universities. It has been determined that the most frequently used indicators in the strategic plans of research and candidate research universities are "Number of Scientific Publications", "Number of Lecturers/Students in Circulation" and "Number of Active Firms Partners or Owned by Faculty Members in Technopark, Incubation Center, TEKMER". The indicators that are least included in the strategic plans of research and candidate research universities are "International Patent Document Number", "University-University Collaborative Publication Rate", "University-Industry Collaborative Publication Rate", "International Collaborative Publication Rate" and "scientific and technological research council of turkey 2244 It has been determined that the number of students in the Industry Doctoral Program is “Number of Students in the Industry Doctorate Program” and the indicators that are not included are “Publication Rate in the Top 10% of Incites Journal Impact Value” and “Fund Amount Received within the Scope of the Technology Platform Project Supported within the Scope of scientific and technological research council of turkey 1004 Program”. While "Research Capacity", which has a 25% impact on the Performance Monitoring Index of Research Universities, is the most frequently mentioned theme in strategic plans; The paper determines that the theme of “Research Quality”, which has 40% impact, is given secondary importance. The theme of “Interaction and Cooperation” with a weight ratio of 35% was determined as the least included theme in strategic plans.
