Tanzimat Dönemi’nde Osmanlı Devleti, birçok alanda olduğu gibi memur sınıfında da önemli gelişmeler yaşamıştır. Değişimin bir ayağını memur yetiştiren okulların açılması oluştururken diğer ayağı memur istihdamı ile ilgili hususlar olmuştur. Osmanlı Devleti payitahtında istihdam edilen memur sayısındaki artışa paralel olarak zamanla genişleyen bürokratik sınıfın taşradaki gelişimini tespit etmek ancak buradaki kurumlarda görevli memur sınıfının incelenmesi ile mümkündür. Memurların özlük bilgileri ile ilgili oldukça zengin içeriğe sahip olan sicill-i ahvâl kayıtlarının muhteviyatı, ulaşılmak istenen bilgiler açısından doyurucu niteliktedir. Bundan dolayı geleneksel bir Osmanlı sancağı hüviyetinde bulunan Malatya’daki memur sınıfı, 1879 tarihinde Dâhiliye Nezareti bünyesinde oluşturulan Sicill-i Ahvâl Komisyonu’nca tutulan Sicill-i Ahvâl Defterleri’ndeki kayıtlar ışığında incelenmiştir. Çalışmadaki veriler, kayıtların sunduğu 137 memur hakkındaki bilgiler ile sınırlandırılmıştır. Bu çalışmada, memurların yaptıkları görevler, göreve başlama ve ayrılış tarihleri, haklarındaki soruşturmalar ve sonuçları, doğum tarihi ve yerleri, babaları ile ilgili bilgiler, memurluğa geçiş süreçleri, okudukları okullar, maaş durumları, konuştukları diller, aldıkları taltif ve rütbeler ile gayrimüslim ise mensup olduğu millete dair bilgiler sunulmuştur. Ulaşılan bilgiler ışığında Osmanlı Devleti taşrasındaki memurlar hakkında sosyal statü, mesleki yeterlilik ve tercih edilebilirlik, maaş doyumu, soruşturma süreçleri ve sonucu ile ilgili uygulamalar gibi konularda genel bir tespite gidilmiştir.
During the Tanzimat period, the Ottoman State has experienced significant developments in the official class, as in many areas. The first step of the change was the opening of the schools that educated the officers while the other step was the issues related to the employment of the officers. It is possible to identify the development of the bureaucratic class that expands over time parallel to the increase in the number of officers employed in the Ottoman State payroll, but with the study of the officer class in the institutions here. The magnificence of the registration records of the officers, which have a very rich content regarding the identity information, is satisfying in terms of the information desired to be accessed. Therefore, the class of officials in Malta, which is in the support of a traditional Ottoman sanctuary, was studied in the light of the records in the Sicill-i Ahvâl Books held by the Sicill-i Ahvâl Commission, created in the Dâhiliye Nezareti in 1879. The data in the study is limited to the information about 137 officials provided by the records. In this study, the officials perform the duties, the start and departure dates, the investigations and results in their rights, the date and place of birth, the information about their fathers, the transition processes, the schools they study, the salary status, the languages they speak, the talents and rankings they receive and the information about the nation in which the non-Muslims belong. In the light of the information found, a general identification of the officials in the Ottoman State has been made on topics such as social status, professional qualification and preferability, wage satisfaction, investigation processes and practices related to the result.
