Abstract:

This article discusses Turgut Özal period (1983-1993) Turkey’s Central Asia/Turkistan policy. This time range covers the periods of Prime Minister (1983-1991) and President (1991-1993) of Özal. Turgut Özal period was a period in which, unlike the years of the Cold War, Turkey moves relatively independently in Turkey’s policy. In this study, the policy of Özal's Turkistan is placed on the table with all the details. In this context, the strategies that Turkey has developed towards the region are addressed in particular by the speaking of the Turkish Speaking President's Summit. The first part of the study, Özal’s Turkistan policy title; the innovative dimensions of the foreign policy of the concerned leader, the general framework and principles of the understanding of foreign policy were evaluated. The second part, which is entitled "Socio-economic relations in the Turkish Özal Period", has given examples on the basis of countries to the socio-economic relations that Turkey has developed with the Turkish Republics. In the third part of the article, the topics discussed at the Summit of the Turkish Republics, which was organized by Turgut Özal’s personal initiatives and continued after his death, and the results revealed. The fourth part of the article, entitled "Turgut Özal's Speechs in Turkistan", was subject to the speech analysis of the policies towards the region, with the speech and speech of the leader on Turkistan during both Prime Minister and President's periods.
