The debate over constitutional amendments always takes part in the agenda since Kyrgyzstan has promulgated its independence. Constitutional amendments, at considerable level, directly related to the basic dynamics of the governmental system. At the initial, the political regime which displayed the feature of presidential system, nowadays, has transformed into “semi-presidential system”. The problems related to the realization of the reforms at the level of constitution still exist. Legal reforms made significant actual improvements with regard to institutionalization of parliament. Some of the parliamentary terms and structures such as the principle of continuity of parliament and parliamentary immunity very similar with Turkish case. Legislative branch of Kyrgyzstan (Jogorku Kenesh) has crucial position in the constitutional regime that appears as semi-presidential. Toraga (speaker) also, is the most important authority within the whole political system and assembly. As in Turkish case, the oldest Member of Parliament serves as temporary speaker until speaker been elected. Toraga can be made fall with a (2/3) qualified majority. However Turkey does not have this type of legal mechanism
