Türkiye’de yükseköğretim cumhuriyetin ilk yıllarında çok yavaş bir gelişim seyri izlemiştir. 1955 yılına kadar Türkiye’de sadece iki şehirde üç üniversite bulunmaktadır. Birçok defa İsmet İnönü’nün ağzından yeni üniversiteler açılacağı beyan edilmekle birlikte değişik sebeplerden dolayı mümkün olmamıştır. Türkiye’nin ekonomik durumu, yetişmiş eleman sıkıntıları ve II. Dünya Savaşı’nın ağır şartları buna engel olmuştur. Fakat bundan daha önemli mazeretler Türkiye’de yükseköğretimin yaygınlaşmasını engellemiş olmalıdır. Bu makalede yukarıda ifade edilen sorunsalın gerçek nedenleri arşiv kaynakları ışığında ortaya konulacaktır. Dönemin iktidar partisi olan CHP’nin yükseköğretim, burs ve yurtlar konusunda takip ettiği politikalar araştırılmıştır. CHP muhtemelen yükseköğretimden önce ilköğretimi yaygınlaştırmak, eğitimi tabana yaymak ve böylece yükseköğretim talebini oluşturmak istemektedir. Bu sebeple öncelikle Yükseköğretim için bütün kurum ve kurallarıyla altyapıyı kurmak gerekmektedir. Büyük şehirlere Anadolu’nun değişik bölgelerinden gelecek gençlerin sıkıntı yaşamadan eğitim almalarını ve bütün öğrencileri kapsayıcı, eşitlikçi bir politika takip edilmiştir. Higher education in Turkey has seen a very slow progress in the first years of the Republic. By 1955, there were only three universities in two cities in Turkey. Many times it was not possible because of various reasons that it was announced that new universities would be opened from the mouth of the name of the Inno. The economic situation of Turkey, the grown elements of trouble and II. The severe conditions of the World War have prevented it. But more important excuses must have prevented the spread of higher education in Turkey. The real causes of the problem mentioned above in this article will be revealed in the light of archive sources. The political policies that CHP, the power party of the period, followed in terms of higher education, scholarships and houses, have been investigated. CHP is likely to want to spread primary education before higher education, to spread education into the foundation, and thus create the demand for higher education. First of all, it is necessary to establish the infrastructure with all the institutions and rules for higher education. To the big cities, young people coming from the various regions of Anatolia should receive education without trouble and all students should be followed by a comprehensive, equal policy.
