Kamusal kaynakların etkili, ekonomik ve verimli kullanılması devletin en önemli görevleri arasında yer almaktadır. Özel şirketlerin mali tablolarının güvenilir olması ise yatırımcılar, karar alıcılar ve üçüncü kişiler için kritik bir öneme sahiptir. Son yıllarda gerek kamuda gerekse özel sektörde yaşanan yolsuzluklar ve hileli belgelerin düzenlenmesi kaliteli bir denetime olan ihtiyacı gündeme getirmiştir. Denetçilerin, bağımsız olmaları denetimin etkinliğini olumlu yönde etkilemektedir. Denetimin etkinliğine katkı sunan etkenlerden birisi de denetçilerin iyi bir mesleki eğitimden geçmeleridir. Bu çalışmanın amacı özel sektörde denetim yapan bağımsız denetçiler ile kamu sektöründe denetim yapan Sayıştay denetçilerinin mesleki eğitim sürecini araştırmaktır. Bu iki denetçi grubunun aldıkları mesleki eğitimlerin mukayese edilmesi bu çalışmanın en önemli çıktılarındandır. Bu çalışmada doküman tarama yöntemi kullanılmıştır. Bu çerçevede iki kanun, bir kanun hükmünde kararname, iki yönetmelik ve bir tebliğ kapsamlı olarak incelenmiştir. Sayıştay denetçiliği ve bağımsız denetçilik 9 başlıkta mukayese edilmiş, benzer ve farklı yönleri irdelenmiştir.
Using public resources effectively, economicly and efficiently is one of the most important duty of state. In addition, financial statements reliability of private companies is critical for investors, decision makers and third parties. Corruption and fraudulent documents in the public and private sectors have brought up the need for quality audit in recent years. The fact that the auditors are independent affects the effectiveness of the audit positively. One of the factors contributing to the effectiveness audit is that the auditors are professionally trained. The purpose of this study is to investigate vocational education process of independent and Court auditors who conduct audits in the public sector and private sector. One of the most important outputs of this study is comparison of the vocational trainings of these two groups of auditors. In this study, document scanning method has been used. Within this scope two laws, one decree law, two regulations and one communiqué have been examined extensively. Independent auditing and Court auditing have been compared in 9 different headings and examined similar and different aspects.
