Abstract This paper articulates indications in three spheres to the action research conducted with the purpose of giving qualifications to the production of messages by communitarian media compatible with current democratic demands. Therefore, three directions are considered in theory and context, and suggested to the researcher of the area: a) it is necessary to verify the relations that individuals maintain, as receivers, with the means of communication and the established news values, in a context of meaning mediation which is influenced by the economic logic of the industrial production of culture, information and entertainment; b) the characteristics of the producers-receivers can be understood as habitus — aspects of the personality which are formed in objective social circumstances; c) the stimulus to the political engagement through communitarian media must acknowledge one of the most relevant specifications of the Brazilian democracy nowadays, given by the increase of the institutionalised mechanisms of political participation constituted by the city councils.
