Kentsel kamusal mekânlar, kentin ortak kullanımına açılan ve çeşitli toplumsal ilişkilerin kurulduğu, kentliler tarafından kullanılan, sosyal bağlamda canlı ve güçlü mekânlardır. Daha çok insana ulaşma ve daha aktif bir ortam sağlama anlamında meydanlar ise temel kent mekânlarındandır. Kamusal mekân olarak meydanlar, bu ilişkiler ile kurgulanmaktadır. Buradan hareketle çalışmanın amacı 2018 yılında İzmit eski valilik alanında yapımı tamamlanan “yeni kent meydanını” kamusal mekân kalite ve performans kriterleri ile parametreleri açısından analiz etmek, değerlendirmek ve sonuçlar üzerinden öneriler geliştirmektir. Bu noktada İzmit kent meydanının analiz edilebilmesi için kamusal mekân kalite ve performans kriterleri ile parametreleri araştırılmış diğer bütün çalışmaları içinde barındıran “kamusal mekânlar için proje şirketi” (PPS)’nin “kent meydanlarının mekân kalitesinin değerlendirilmesine yönelik” kriterlerinin yanında Çevre, Ulaştırma ve Bölgeler Daire Başkanlığı” (DETR), “Mimarlık ve Yapılı Çevre Komisyonu” (CABE) tarafından geliştirilen kriterler ile çeşitli araştırmacı ve kurumlar tarafından da üzerinde durulan “akşam kullanımı, emniyet ve güvenlik (meydanı izleyen gözler)” kriteri değerlendirmede esas alınmıştır. Bu kapsamda İzmit yeni kent meydanında belirtilen kriterlere göre bir alan çalışması yapılmış meydanın çevresinde bulunan kentsel kamusal mekanlarla ilişkisi değerlendirilmiş ve meydan ile ilgili güçlü ve zayıf yönler tespit edilerek çözüm önerileri geliştirilmiştir. Yapılan çalışma, yeni tasarlanacak meydanların belirtilen “mekânsal kalite kriterleri” göz önüne alınarak oluşturulması ve o yerin kentlinin gündelik yaşamına dahil olması gerektiğini bir kez daha kanıtlamıştır. Araştırma sonucunda İzmit yeni kent meydanı için geliştirilen öneriler gerçekleştirildiğinde bu meydan “kentlinin gündelik hayatına dahil olabilen, nitelikli meydanlar” sıralamasında yerini alabilecektir.
Urban public spaces are lively and strong spaces in the social context, which are opened to the common use of the city and where various social relations are established, used by the urbanites. In terms of reaching more people and providing a more active environment, squares are one of the main urban spaces. Squares as public space are built with these relationships. The aim of this study is to analyze and evaluate in terms of public space quality criteria, performance criteria and parameters of “new city square”, which was completed in the old governorship area of Izmit in 2018 and develop recommendations based on the results. At this point, public space quality criteria and parameters were investigated in order to analyze the Izmit new city square; the criteria developed by DETR and CABE, as well as the criteria for the "quality assessment of the city squares" of the PPS, which include all other studies and are comprehensive and also the criterion of “evening use, safety and security (eyes watching the square)”, which is also emphasized by various researchers and institutions, were taken as basis in the evaluation. In this context, a field study was carried out in the new city square of Izmit according to the criteria; the relationship of the square with the urban public spaces around, it was evaluated and solutions were developed by determining the strengths and weaknesses of the square. The study proved once again that the new squares to be designed by taking into account the “spatial quality criteria” obtained as a result of long studies and that the place should be included in the daily life of the city. As a result of the research, when the suggestions developed for the new city square in Izmit were realized; this square can take its place in the ranking of "qualified squares that can be included in the daily life of the city".
