Abstract:

In national education, the need for systematic research to properly identify the problem areas is becoming increasingly important to develop effective strategies and policies and to solve the problems that are obstacles to education success. The objective of this study is to identify the core issues that must be resolved in relation to secondary education in order to develop and implement an effective educational system in secondary education, and the core research areas that feel the need for knowledge, using the mixed research method. The qualitative part of the research was conducted by a study group consisting of 57 school directors with the grounded theory method and the quantitative part was conducted by a study group consisting of 238 school directors with the survey research method. As a result of the analyses, the teacher’s qualification and motivation, the national educational philosophy and strategy, the content and method of education, the guidance and motivation, the system of selection and placement and the measurement and evaluation systems, the research and solutions are defined as the core issues that need to be produced.
