Purpose: To eliminate inequalities and differences between countries and to ensure socio-economic development across the country, the units left in development are supported by the help of incentives. The aim of this study is to evaluate the activities of the incentives for the provinces. Method: The assessment of the levels of implementation of incentive policies requires the simultaneous use of many indicators related to the concept of incentive, which has a multi-dimensional structure. In the 8 indicators that characterize the concept of incentive in the study, the synthetic measurement of the South-Eastern Anadolu Project (GAP), the East Anadolu Project (DAP), the East Black Sea Project (DOKAP) and the Konya Ovası Project (KOP) is implemented with 41 action plans, the incentive performance of these regions is ranked. In addition, in order to evaluate the provinces at similar levels in terms of incentive indicators, 4 levels are also classified. The findings: The findings obtained by the study enable the identification of proximities and deviations between the provinces, but also responds to the question of how much the provinces in their action plans should be supported by the new incentive policies. Originality: It is believed that the study will contribute to literature in terms of comparative assessment of the incentive policies of the provinces.

Besides, a classification is made by creating 4 levels to evaluate these provinces at similar levels in terms of incentive indicators. Findings: The findings make it possible to identify convergences and deviations between provinces and answer the question to what extent provinces in action plans should be supported by new incentive policies. Originality: It is believed that the study will contribute to the literature in terms of comparatively evaluating the incentive policies of the provinces.
