Cumhurbaşkanı İsmet İnönü’nün Meclis açış konuşmaları, İkinci Dünya Savaşı ve çok partili hayata geçiş sürecini kapsaması bakımından oldukça önemli bir dönemi kapsamaktadır. Türkiye İkinci Dünya Savaşı’na girmemesine rağmen savaşa girmiş gibi etkisini ağır bir şekilde hissetmiştir. Diğer politikalar gibi sosyal politikalar da ekonomide ve toplumsal yapıda yeni bir yapılanma sürecinin ürünü olarak ortaya çıkmıştır. Savaşın etkileriyle ortaya çıkan karaborsacılık, stokçuluk, enflasyon gibi çeşitli uygulamaların sosyal hayata yönelik önemli etkileri olmuştur. Böylece ekonomik politikalar gibi sosyal politika uygulamaları da toplumun memur, işçi ve küçük köylü kesimlerini öncelikli olarak ilgilendirmiştir. İnönü’nün Meclis açış konuşmaları Meclis’e bilgi vermek ve hükümete yol göstermek niteliğinde olmuştur. İnönü’nün Meclis aracılığı ile kamuoyunu da bilgilendirmeye yönelik konuşmalarında sosyal politikalara yönelik önemli değerlendirmeler yer almıştır. Bu kapsamda İnönü konuşmalarında sosyal politikalar yönünden çeşitli kavramlar üzerinde yoğunlaşmıştır. Bu kavramlar vergilendirme sistemi, toprak reformu, bulaşıcı hastalıklarla mücadele ve çalışma hayatının düzenlenmesine yönelik çeşitli mevzuat düzenlemeleri şeklinde olmuştur. Ayrıca İnönü Meclis açış konuşmalarında hükümetçe alınan ekonomik tedbirlerin gerekliliğini ifade etmiş, halktan tasarrufta bulunmaları ve destek vermeleri temennisinde bulunmuştur. İnönü’nün konuşmalarında üzerinde durduğu sosyal politika konuları daha sonraki dönemlerin sosyal politikalarının şekillenmesinde önemli rol oynamıştır.
President Ismet Inönü's parliament opening speech covers a very important period in terms of covering the Second World War and the process of transition to multi-party life. Although Turkey did not enter the Second World War, it felt like it had entered the war. Social policies, like other policies, have also emerged as a product of a new process of construction in the economy and social structure. The effects of war have had significant effects on social life of various practices, such as carabourism, stocks, inflation. Thus, social policy practices, such as economic policies, have also primarily concerned the officials, workers and small peasants of the society. The opening speeches of the Inönü Parliament were in the nature of giving information to the Parliament and guiding the government. In its speeches to inform the public through the Parliament, it has included important assessments on social policies. In this context, Inönü focused on various concepts of social policy in his speeches. These concepts have been in the form of taxation system, land reform, the fight against infectious diseases and the regulation of working life. In addition, Inönü Parliament in its opening speeches expressed the need for economic measures taken by the government, promised that they should be saved and supported by the people. The social-political issues on which Inönü standed in his speeches played a significant role in the formation of social policies of the subsequent periods.
President Ismet Inonu’s opening speeches of the Assembly comprises a very important period in terms of containing the Second World War and the transition to multi-party system. Although Turkey did not get involved in the Second World War, it felt the impact heavily as ifit got involved. Social policies, like other policies, emerged as a product of a new structuring process in the economy and social structure. Several economic measures taken to reduce the effects of the war had important impacts on social life such as black-marketeering, stockpiling and inflation. In this way, social policy implementations, like economic policies, primarily concerned civil servants, workers and small peasants of the society. Inonu's opening speeches of the Assembly had the characteristics of informing the Assembly and guiding the government. Inonu made significant evaluations towards social policies in these speeches which were also intended to inform the public through the Assembly. Within this scope, Inonu's speeches focused on various concepts from the point of social policies. These concepts were taxation system, land reform, struggling with infectious diseases and various legislative arrangements to adjustment of working life. In the opening speeches of Assembly, Inonu expressed the necessity of the economic measures taken by the government and desired public to save on and support. Social policy issues that Inonu emphasized in his speeches played an important role in shaping the social policies of later periods.
