Eğitim bireylere yönelik olmasına rağmen toplumu etkileyen bir olgudur. Eğitimli bireyler eğitimli toplumları eğitimli toplumlar ise gelişim ve değişimi getirir. Bu bağlamda eğitimin toplumsal ve ekonomik birçok etkiye sahip olduğu söylenebilir. Çünkü eğitim günümüzde teknolojik ilerleme ve gelişimin yapı taşını oluşturmaktadır. Öte yandan eğitim bireylerin bilgi birikimini artırarak ve becerilerini geliştirmesini sağlayarak beşerî sermayeye etki etmekte ve istihdamları üzerinde etkili olmaktadır. Yani eğitim beşerî sermayeye etki ederek bireylerin istihdam edilmelerini artırabilmekte veya işsiz kalma olasılıklarını azaltabilmektedir. Eğitimin bu etkisinin cinsiyete göre farklılık gösterip göstermediği ise güncel bir araştırma konusudur. Bu bağlamda çalışmanın amacı eğitim harcamaları ve genç kadın/erkek işsizliği arasındaki nedensellik ilişkisinin araştırılmasıdır. Çalışmada Türkiye’de 1988-2020 dönemi kamu eğitim harcamaları ve genç kadın/erkek işsizlik verileri Fourier Granger nedensellik testiyle analiz edilmiştir. Çalışmanın sonucuna göre eğitim harcamalarından genç kadın işsizliğine doğru bir nedensellik ilişkisi bulunduğuna ulaşılmıştır. Genç kadın işsizliğinden eğitim harcamalarına eğitim harcamalarından genç erkek işsizliğine, genç erkek işsizliğinden eğitim harcamalarına doğru ise nedensellik ilişkisi bulunmadığı tespit edilmiştir.
Although education is aimed at individuals, it is a phenomenon that affects society. Educated individuals educated societies and educated societies bring development and change. In this context, it can be said that education has many social and economic effects. Today, education is the buildingstone of technological advancement and development. On the other hand, education affects human capital and is effective on their employment by increasing the accumulation of knowledge and allowing individuals to develop their skills. That is, education can affect human capital by increasing the employment of individuals or reducing their chances of becoming unemployed. If the influence of education is different from gender to gender, it is a topic of current research. The aim of the study in this context is to investigate the causal relationship between education spending and young women/man unemployment. In the study, public education spending in Turkey for the period 1988-2020 and young women/male unemployment data were analyzed with the Fourier Granger cause test. According to the study, education expenditure has found a cause-relation to young women’s unemployment. For example, if young women are unemployed, they are unemployed; if young women are unemployed, they are unemployed; if young women are unemployed, they are unemployed, they are unemployed; if young women are unemployed, they are unemployed, they are unemployed.
