Göç konusu yüzyıllardır dünyada insan hayatı üzerinde belirleyici konumdadır. 20.yüzyılın başlarında Türkiye Cumhuriyeti’nin kurulması ile Osmanlı’dan kopan topraklardan Anadolu’ya büyük göçler yaşanmıştır. Süreç içerisinde çeşitli sebeplerle iç ve dış göç sorunu devam ederken bir de 21.yüzyılın başlarındaki Suriyeli göçü ile mevcut sorunlar taçlanmıştır. Göçlerin sebepleri olarak çok çeşitli gerekçeler/motivasyonlar gösterilse de esasında “savaşa, ekonomiye, sosyal ve kültürel yaşantıya, psikolojik koşullara ve hukuksal duruma” yön vererek birçok şeye tesir edilebilmesi açısından “siyasi kararlar (politikalar)” göçte daha belirleyici bir pozisyondadır. Bu çalışmanın amacı da bu gerçeği ortaya çıkarmaktır. Bir sorunun doğru tespit edilememesi ya da yanlış araçlarla çözülmeye çalışılması tüm gayretleri boşa çıkaracaktır. Bu sebeple göçlerin ardındaki etkinin ve etkileyicilerin doğru tespit edilmesi ülkelerin bugünü ve geleceği için büyük katkı sağlayacaktır. Bu nedenle bu çalışma göç konusunda gerçek sorunun tespitine yönelmesi ile önemli hale gelmektedir. Bu yaklaşımla yapılan kaynak taraması ile ulaşılan veriler ışığında öncelikle “göç, göçün türleri, mülteci, göçmen, sığınmacı gibi” göçle ilişkili kavramların açıklaması yapıldıktan sonra “göçte sosyal, kültürel, psikoloji ve hukuksal” nedenlerin ardındaki esas belirleyici olan siyasi etkiyi açıklamaya dönük bir yaklaşım ortaya konulmuştur. Böylece “siyasi kararların göç üzerindeki ve göçün görünürdeki gerekçeleri üzerindeki etkileri” incelemeye alınmıştır. Bu yapılırken Türkiye’de yaşanan göçlere ilişkin örnekler de sunularak siyasi etkinin açıklanması daha da güçlendirilmiş ve siyasi etki daha somut hale getirilmiştir.
The issue of migration has been in a decisive position on human life in the world for centuries. With the establishment of the Republic of Turkey at the beginning of the 20th century, there were great migrations from the lands torn from the Ottoman Empire to Anatolia. While the problem of internal and external migration continued for various reasons in the process, the existing problems were crowned with the Syrian migration at the beginning of the 21st century. Various reasons/motivations are shown as the reasons for migrations. However, “political decisions (policies)” are more decisive in migration in terms of being able to influence many things by directing “war, economy, social and cultural life, psychological conditions and legal situation”. The aim of this study is to reveal this fact. Failure to identify a problem correctly or to try to solve it with the wrong tools will render all efforts in vain. For this reason, the correct determination of the effects and influencers behind migration will make a great contribution to the present and future of the countries. For this reason, this study becomes important as it focuses on the determination of the real problem in migration. With this approach, some data were obtained by scanning the sources. With these data, firstly, the concepts related to migration such as “migration, types of migration, refugee, immigrant, asylum seeker” are explained. Then, the political influence, which is the main determinant behind the “social, cultural, psychological and legal reasons for migration”, is explained. Thus, “the effects of political decisions on migration and the effects of political decisions on the apparent reasons for migration” were examined. While doing this, examples of migrations in Turkey have been presented and the explanation of the political influence has been further strengthened and the political influence has been made more concrete.
