When extraordinary conditions during war and post war period prevail, the most important threat people face is the shortage of subsistence and poverty. Also the priority issue of Turkish society having ennerged from the First World War in the armistice period was to provide the basic requirements and the need for bread especially in densely populated cities, the problem of subsistence in the postwar was the subject of examination of the governments. And also in this article, The Government of Ahmet Tevfik Pasha, which was in power in the first four months of the armistice period, and its performance and solutions ways followed to meet the existence of inhabitats of Istanbul, the need of bread were discussed.
