COVID -19 dolayısıyla küresel düzeyde enerjiye olan talebinin azalması petrol fiyatlarını keskin bir şekilde düşürdü. Dahası, Rusya ve Suudi Arabistan arasındaki fiyat anlaşmazlığı ve Rusya’nın petrol arzını arttırması kararı petrol fiyatlarında bir günde %30 düşüşe neden olarak küresel petrol piyasalarında şok etkisi yarattı. Hiç kuşkusuz, farklı nedenlerle de olsa, bu durum her üç Güney Kafkasya ülkesini de olumsuz etkileyecektir. Azerbaycan’ın petrol üreticisi, Gürcistan’ın ise Azerbaycan petrollerinin dünya pazarlarına ulaştırılması için esas geçiş güzergahını oluşturan ülke olduğu göz önünde tutulursa, fiyatlardaki düşüşün bu iki devlet ekonomisini doğrudan etkileyeceği kesindir. Diğer taraftan, ekonomisinin önemli ölçüde Rusya’ya bağımlı olması, petrol fiyatlarındaki azalmanın Ermenistan ekonomisini de dolaylı ama yine de olumsuz etkileyeceğini göstermektedir, COVID-19 nedeniyle meydana gelen küresel kriz insan yaşamı için doğrudan ve çok boyutlu tehdit oluşturmaktadır. Bu araştırma Güney Kafkasya toplumlarının sivil toplum örgütlerinin öncülüğünde krizi fırsata çevirerek başta etnik sorunlar olmak üzere bölgesel sorunlarını çözmek için işbirliği olasılıkları üzerine odaklanmaları gerektiğini savunmaktadır.
COVID-19 has led to the decline in global energy demand, which has drastically lowered oil prices. Furthermore, the price dispute between Russia and Saudi Arabia and the decision of Russia to increase oil supply have caused a 30% drop in oil prices a day, causing a shock on the global oil markets. Unfortunately, even for different reasons, this situation will have a negative impact on the three South Caucasus countries as well. Considering that Azerbaijan is the oil producer and that Georgia is the main transition route for the transport of Azerbaijan oil to the world markets, it is certain that the fall in prices will directly affect the two state economies. On the other hand, the fact that its economy is substantially dependent on Russia shows that the decrease in oil prices will also have an indirect but still negative impact on the economy of Armenia, the global crisis caused by COVID-19 constitutes a direct and multi-dimensional threat to human life. This study argues that South Caucasian communities should focus on cooperation opportunities to solve their regional problems, including ethnic issues, by turning the crisis into opportunity under the leadership of civil society organizations.
