2019’un sonunda Çin’nin Wuhan kentinde ilk kez görülen Covid-19 virüsü 2020 yılının Mart ayında Dünya Sağlık Örgütünce salgın şeklinde duyurulmuş ve çok kısa bir zaman içerisinde bütün dünyayı etkilemiştir. Ülkeler öncelikle merkezi yönetimin daha sonra da yerel yönetimlerin ve uluslararası kuruluşların öne sürdükleri çözümlerle pandemiyle mücadele edebilmenin yollarını aramışlardır. Pandeminin yarattığı sosyal problemler merkezi yönetimin ve yerel yönetim birimlerinden biri olan belediyelerin sosyal hizmet ve yardımlarının yani sosyal belediyecilik faaliyetlerini sunma biçimini etkilemiştir. Belediyeler, sosyal yaşamda önemli görev ve yükümlülükleri olan, hizmet sunumu noktasında halka en yakın yerel yönetim birimi olarak bilinmektedir. Bu süreçte belediyelerin pandemiyle mücadeleye destek vermek için hizmet sunma metotlarını geliştirerek, Covid-19 pandemisinin yayılma hızını hafifletmeyi amaçladıkları görülmüştür. Belediyelerin Covid-19 sürecinde vatandaşın ihtiyaç duyduğu sosyal belediyecilik faaliyetlerini daha hızlı belirleyerek, merkezi yönetimi yönlendiren bir konumda olduğu görülmüştür.
The Covid-19 virus, which was first seen in China’s Wuhan in late 2019, was announced by the World Health Organization in the form of an epidemic in March of 2020 and has affected the entire world in a very short time. The countries have first sought ways to combat the pandemic by central governments and then by local governments and international organizations. The social problems created by the pandemic have affected the way the central government and the municipalities, which are one of the local government units, provide social services and assistance, i.e. social municipality activities. Municipalities are known as the closest local government unit to the public at the point of service offering, with important tasks and duties in social life. In this process, it has been shown that by developing the methods of service to support the fight against the pandemic municipalities, they aim to alleviate the spread rate of the Covid-19 pandemic. The municipalities in the Covid-19 process have been shown to be in a position that guides the central administration by determining the social municipality activities the citizens need faster.
Covid-19 virus, which emerged in Wuhan City, Hubei Province of China in December 2019, was declared a pandemic by the World Health Organization in March 2020 and has affected the whole world in a short time. The social problems created by pandemic have influenced social services and assistance in other words the way social municipality activities are offered by municipalites, which are one of the units of central and local governments. Municipalities, which have important duties and obligations in social life, are known as the closest local government unit to the public in terms of service delivery. In process, it is seen that municipalities have aimed to alleviate the spread of the Covid-19 pandemic by developing service delivery methods to support the fight against the pandemic. It is seen that municipalities are in a position to direct central government by determining social municipality activities needed by citizens faster during the Covid-19 process.
