Abstract:

The transition to information society globalization is two basic phenomena constitutive for the basic political strategies in the new century. Parallel to this, the fast changing of communication and information entailed the transformation of the governmental service offer; with the big alternation the traditional state apparatus’ inadequacy in meeting the needs and expectations of citizens and the failure in carrying this burden involves in general terms important changes in the roles of the government. The traditional bureaucratic structure based on the pathological system of paper and the written is one of the main factors of the rising unit costs as well as the paperwork increase. Concurrent to the overall approach, the public idea of reducing the current expense items became an important parameter for the transition to electronic government. In parallel to the mentioned alteration and transformation in the governance, the electronic government began to appear on our agenda. As information and communications technologies became each passing day the sine qua non elements of the economic and social life, it has started to become inevitable for the government to keep pace with this development. It can be said that the work related to electronic government in Turkey occurred as a result of this obligation
