İşsizlik, her ülkenin her dönem karşılaştığı önemli bir kronik sorundur. Sanayi Devrimi'nin bir sonucu olarak başlayan mekanizasyonun neden olduğu bu sorun artmaya devam etmektedir. İşsizliğin önüne geçebilmek mümkün olmamakla birlikte, aktif ve pasif istihdam politikalarıyla işsizliğin yarattığı sorunların kısmen de olsa önüne geçebilmek mümkün olabilmektedir. İşsizliği önlemede kullanılan pasif istihdam politikalarından biri de işsizlik sigortasıdır. Bu bağlamda, işsizlik sigortası kapsamında verilen hizmetler işsizliğin önüne geçmeyi amaçlayan politikalardandır. İşsizlik sigortası sosyal güvenlik sistemimizde 1999 yılında 4447 sayılı kanunla uygulanmaya başlanmıştır. Bu çalışmada, 4447 sayılı Kanun çerçevesinde işsizlik sigortası ve uygulamaları incelenecektir.
Unemployment is a major chronic problem that every country faces in every period. This problem caused by the mechanization that began as a result of the industrial revolution continues to increase. Although unemployment cannot be overcome, the active and passive employment policies may be possible to overcome the problems that unemployment creates, even in part. One of the passive employment policies used to prevent unemployment is unemployment insurance. In this context, the services provided under unemployment insurance are policies aimed at preventing unemployment. The unemployment insurance system was implemented in 1999 by Law No. 4447. In this study, it will be examined the unemployment insurance and applications within the framework of Law No. 4447.

Unemployment insurance started to be implemented in our social security system in 1999 with the act no 4447. In this study, unemployment insurance and practices will be examined in the scope of the act no. 4447.
