Abstract:

Gönüllülük kavramı, gelişen teknoloji ve karmaşık bir düzeye dönüşen sosyal yapı sebebiyle çok farklı koşullarda ortaya konabilen bir içeriğe dönüşmüştür. Kimileri bu kavramı hayırse­verlik ve yardımseverlik olmak gibi bireysel fark­lılıklarla ilişkilendirirken, kimileri de kültürel etkenlerle ve değerlerle açıkla­maktadır. Gönüllülük, küresel düzeyde Birleşmiş Milletler gibi pek çok kuruluş tarafından da ele alınmış ve 2001 yılında Birleşmiş Milletler tarafından “Uluslararası Gönüllüler Yılı” olarak ilan edilmiştir. 5 Aralık günü de “Uluslararası Gönüllüler Günü” olarak kutlanmakta, bu günde gönüllü çalışmaların faydalarını duyurmak ve gönüllü katılımın artırılması amaçlanmıştır. Spor sektöründe ise gönüllülük kavramı, ücret talep etmeden, zamanlarını ve çabalarını spor organizasyonlarının başarısına adayan, uluslararası spor organizasyonlarının ihtiyacı olan insanın sayısal ve nitelik bakımından vazgeçilemez bir parçasını oluşturmaktadır. Spor organizasyonlarında gönüllüler, artık profesyonel elemanlar kadar etkin konumlarda görev almaktadır. Bireylerin kişisel nitelikleri doğrultusunda aktif olarak görevlendirilen gönüllüler düzenlenen organizasyonların kalitesini yükseltmekte ve ayrıca spor organizasyonlarının bütçelerini de rahatlatmaktadır. Uluslararası Olimpiyat Komitesi, Uluslararası Spor Federasyonları ve diğer spor organizasyonları da sporda gönüllük faaliyetlerine ve uygulamalarına önem vermektedir.  Örneğin, 2020 Tokyo olimpiyatlarına yönelik, gönüllülerin işe alımı ve eğitimiyle ilgili “Olimpiyat ve Paralimpik Oyunları Tokyo 2020 için Gönüllülük Stratejisi” yayınlamıştır. Bu kapsamda, Tokyo 2020 Olimpiyatları için toplam da 110.000'den fazla gönüllünün aktif rol alması öngörülmektedir. Spor organizasyonlarını düzenleyen kurum/kuruluşların gönüllük kültürüne sahip birey ve organizasyonlarla çalışması, organizasyonların ulusal/uluslararası alanda başarılı olması adına son derece önemlidir.  Bu çalışmada, spor organizasyonlarında gönüllülük faaliyetleriyle ilgili yönetimler, stratejiler ve uygulamalar betimsel yöntemle değerlendirilmiştir.

The concept of volunteering has become a content that can be presented in very different circumstances due to the developing technology and a complex social structure. Some associate this concept with individual differences such as charity and charity, while some explain it with cultural factors and values. Volunteering has also been addressed by many organizations globally, such as the United Nations, and was declared by the United Nations as the "International Volunteer Year" in 2001. On December 5th, the International Volunteer Day is celebrated with the aim of promoting the benefits of volunteer work and increasing volunteer participation. In the sports sector, the concept of volunteering constitutes an inseparable part of the number and quality of the person in need of international sports organizations, who, without demanding wages, dedicates their time and effort to the success of sports organizations. In sports organizations, volunteers are now in active positions as professional members. Volunteers actively assigned according to the personal qualities of individuals improve the quality of organized organizations and also relieve the budgets of sports organizations. The International Olympic Committee, the International Sports Federations and other sports organizations also pay attention to their volunteer activities and practices in sports. For example, for the 2020 Tokyo Olympics, it has published the "Volunteer Strategy for the 2020 Tokyo Olympics and Paralympic Games" on the recruitment and training of volunteers. In this context, more than 110,000 volunteers are expected to participate actively in the Tokyo 2020 Olympics. Working with individuals and organizations with a volunteer culture is extremely important for the organizations to succeed in the national/international field.  In this study, governments, strategies and practices related to volunteer activities in sports organizations have been evaluated in an imaginary way.

The concept of volunteerism has transformed into a context that can be presented in various conditions due to developed technology and complex social structure. While some associate this concept with individual differences such as being helpful and humanitarian, others explain this concept with cultural factors and values. Volunteerism was globally addressed by several institutions such as the United Nations and the year “International Volunteer Day” and it is aimed to announce the benefits of volunteer works and increase the 2001 was declared as “International Year of Volunteers” by the United Nation. Furthermore, 5th of December is celebrated as volunteer participation on this day. The volunteerism concept in sports includes a part where volunteers dedicate their time and effort to the success of the sports organizations free of charge and constitute a valuable irreplaceable part of the concept in terms of both quantitative and qualitative human resources of international sports organizations. Volunteers in sports organizations now participate in effective positions as much as the professional staff. Volunteers who are assigned in accordance with individuals’ personal qualities improve the quality of the coordinated organization and disburden the budgets of sports organizations. International Sports Committee, International Sports Federations and other sports organizations place a significant emphasis on volunteering activities and practices in sports. For example, for the Tokyo 2020 Olympics, “Volunteering Strategy for the Olympic and Paralympic Games Tokyo 2020” was published for the recruitment and training of volunteers. Within this scope, it is estimated that more than 110.000 volunteers in total will actively take part in the Tokyo 2020 Olympics. It is of utmost importance for the sports organization regulating committees to work with individuals and organizations that adopt the volunteering culture in order to form the organizations to be successful in the national/international areas. In this study, the methods, education, strategies, and practices of volunteerism activities in sports organizations were evaluated descriptively.
