The aim of the study is to develop a valid and reliable measurement tool that is compatible with the Turkish culture and is aimed at determining the leadership perceptions of university students. The study, which used the Nicel research methods, was conducted with 1084 bachelor students at 20 different state universities. The study resulted in the development of the "Student Leadership Scale" consisting of 30 items and 6 sub-dimensions. According to the 572 students’ Opening Factor Analysis (AFA), the Kaiser Mayer Olkin (KMO) scale value was .901 and the Barlett test resulted significant. It was determined that the 30 substances and 6 sub-dimensional scale obtained by the Varimax return revealed 51,304 percent of the total variance. In the verifying factor analysis (DFA) with 512 bachelor students, X2 = 1118.36; X2/df = 2.86; RMSEA = . 06; RMR = .04; SRMR = .06; NFI = .94; NNFI = .96 and CFI = .96 have been confirmed. It can be said that the scale's lower and upper groups are distinctive as a result of the t-test and the value of Cronbach Alpha is appropriate to use the scale to determine the student leadership perceptions by finding .888 for the data set used in the AFA and .906 for the data set used in the DFA.
