Mevduat sigortacılığı, bankacılıkta tasarrufların korunması açısından önemli hususlardan birisidir. Halen mevcut düzenlemelere göre, 100.000 TL olan tasarruf mevduatı sigortası ile gerçek kişi mevduat sahiplerinin korunması amaçlanmaktadır. Bununla birlikte, uygulanan mevduat sigortacılığı yapısı faizsiz bankacılık ilkelerine göre şekillendirilmiş değildir. Katılım bankacılığının büyümesi için atılacak adımlar katılım bankacılığı ekosistemi yaklaşımı çerçevesinde ele alınmalı ve baştan sona kadar faizsiz bankacılık ilkelerine göre şekillendirilmelidir. Dolayısıyla, Türkiye’de mevduat sigortacılığı uygulamasının katılım bankacılığı açısından incelenmesi amacı ile bu çalışma hazırlanmıştır. Konu faizsiz bankacılık ilkeleri, merkez bankacılığı ve mevduat sigortacılığı açısından incelenmiştir. Çalışma sonucunda, katılım ve mevduat bankalarının prim havuzlarının ayrılması ve katılım bankalarının ödedikleri sigorta primlerinin faizsiz finansal araçlarda değerlendirilmesi önerilmiştir. Ayrıca çalışmada katılım fonu sigortacılığı (faizsiz mevduat sigortacılığı) ile ilgili önemli hususlara yer verilmiştir. Çalışmada önerilen modelin uygulanması ile birlikte, katılım bankacılığında mevduat sigortacılığı uygulamaları faizsiz bankacılık ilkeleri ile uyumlu hale getirilmiş olacaktır.
Deposit insurance is one of the important aspects of saving in banking. According to the current regulations, the savings deposit insurance of 100,000 TL is intended to protect the real-person depository owners. However, the applied deposit insurance structure is not shaped according to the interest-free banking principles. The steps to be taken for the growth of participating banking should be addressed in the framework of the participating banking ecosystem approach and shaped according to the principles of interest-free banking from the beginning to the end. Therefore, this study was prepared in Turkey with the aim of examining the application of deposit insurance in terms of participating banking. The subject has been examined in terms of interest-free banking principles, central banking and deposit insurance. As a result of the study, it was recommended that participating and deposit banks are separated from their primes and that participating banks are paying insurance primes in interest-free financial instruments. The study also included important aspects of participation fund insurance (free deposit insurance). With the implementation of the model proposed in the study, the deposit insurance practices in participating banking will be made consistent with the principles of interest-free banking.
Deposit insurance is one of the most important issues for protection of savings in banking. According to current regulations only 100.000 TL is protected for real deposit holders. However, deposit insurance mechanism in practice is not structured according to interest-free banking principles. Actions should be deal with the framework of participation banking ecosystem approach in order for growth of participation banking and activities from beginning to end should be formed according to interest-free banking principles. Therefore, this study is prepared with the aim of examining deposit insurance practices in terms of participation banking in Turkey. The subject is examined from the perspectives of interest-free banking principles, central banking and deposit insurance. As a result of the study, separation of premium pools of deposit banks and participation banks and investing insurance premiums paid by participation banks in sharia compliance financial instruments are recommended. Also, important issues regarding participation fund (interest-free deposit) insurance are shared in the study. With the implementation of model proposed in the study, deposit insurance practices in participation banking will be compliant with interest-free banking principles.
