Açık Kapı Politikasından Güvenlik Tehdidine Türkiye’de Suriyeli Sığınmacılar Olgusu

Türkiye, Mart 2011’de Suriye’de başlayan çatışmaların akabinde uyguladığı açık kapı politikası nedeniyle bugün dünyada en fazla mülteci ağırlayan ülke konumundadır. Açık kapı politikasının olumsuz etkileri, Suriyelilerin kitleler halinde Türkiye’ye geçiş yaptığı 2014-2016 yılları arasında görülmeye başlanmıştır. “Misafir” olarak nitelendirilen insanların bugün “kalıcı” olma durumları, Suriye Krizi’nin dokuzuncu yılında toplumsal tepkileri arttırarak Türkiye’nin politikalarını yeniden gözden geçirmesine neden olmuştur. Çalışmada, “2011 yılında izlenen politika nasıl bir sorun yaratmıştır ki toplumsal tepkiyi arttırmış ve konu artık eskiye nazaran daha gözle görülür bir biçimde güvenlik açısından ele alınmaya başlanmıştır?” sorusundan yola çıkılarak, göçle güvenlik arasındaki ilişki analiz edilecektir. Kavramsal çerçeve çizildikten sonra Türkiye’nin göç politikasının ne olduğuna, yasal mevzuatına ve güncel verilerle Türkiye’deki Suriyelilerin durumuna değinilecektir. Akabinde krizin başında izlenen açık kapı politikasının ne tür problemler yarattığı ve bu konunun giderek nasıl güvenlik başlığı altında ele alınıp araçsallaştırıldığı örneklerle tartışılacaktır.

Security threat from the open door policy of Syrian refugee in Turkey

Abstract:

Turkey is now the country with the largest number of refugees in the world due to its open door policy after the conflict in Syria began in March 2011. The negative effects of the open door policy have begun to be seen between the years 2014-2016, when the Syrians moved to Turkey in masses. The state of the people called "Guests" today is "permanent" has led to Turkey's revision of its policies by increasing social reactions in the ninth year of the Syrian crisis. In the study, “How did the policy followed in 2011 create a problem that increased the social reaction and the issue has now begun to be addressed in a more visible way in terms of security than before?” From the question, the relationship between immigration and security will be analyzed. After the conceptual framework is drawn, we will refer to what the immigration policy of Turkey is, its legal legislation and the current data on the situation of the Syrians in Turkey. In the end, we will discuss with examples of what kind of problems the open door policy that is followed at the beginning of the crisis creates and how this issue is increasingly addressed under the security headline.

Since the Syrian crisis began in March 2011, Turkey has been pursuing open door policy. Negative impacts of that policy surfaced in 2014 after mass influx of refugees hit the border. In the ninth year of Syrian crisis, Syrians initial “guest” status turned into “permanent” and stirred public reaction, pushing Turkey to reevaluate her policy. “What kind of problems did open door policy cause and why mass migration influx evidently started to be handled with security concerns compared to 2011?” This study analyzes relations between migration and security by answering these questions. Starting with a conceptual framework, Turkey’s migration policy with her legal statute and current situation of Syrians in Turkey discussed first. Negative impacts of open-door policy follow and instrumentalization of migration issue took the last part.
