Avrupa Birliği üyelik müzakereleri son derece karmaşık ve titiz bir süreç kapsamında yürütülmektedir. Bu asimetrik nitelikli süreçte üyeliğe aday ülkeler gittikçe katılaşan kriterleri yerine getirme yükümlülüğünü taşımaktadır. Bu yükümlülük aday ülkelerin müzakere alanını yok denecek kadar daraltmıştır. Aday ülkelerin durumunu zorlaştıran bir başka etken de son genişlemeden sonra Avrupa Birliği’nin yeni üyeleri hazmetme kapasitesinin tartışılır hale gelmiş olmasıdır. Bu tartışmanın sonucunda genişlemeye dair yeni bir bakışın ortaya çıktığı gözlemlenmektedir. Bu yeni bakışın müzakere halindeki ülkelere bir çeşit “ikinci sınıf” üyelik önerdiğini öne sürmek mümkündür. Böylesi bir üyelik statüsününse Avrupa Birliği müktesebatının bütünlüğü ve korunması ilkesiyle ters düşeceği tartışılmazdır
The EU membership negotiations are undergoing a very complex and rigorous process. In this asymmetric qualification process, the candidate countries are obliged to comply with the increasingly rigorous criteria. This commitment has shrinked the country’s negotiating area to be destroyed. Another factor that complicates the situation of the candidate countries is that after the latest expansion the EU’s capacity to regain new members has become controversial. As a result of this discussion, a new view of expansion appears. It is possible to suggest that this new view suggests a kind of "second-class" membership to the negotiating countries. It is unquestionable that such a status of membership would be contrary to the principle of integrity and protection of the European Union.
