Başka bir barınma olanağı bulamadığı için istismara açık biçimde sokakta yaşamak zorunda kalan, evsiz ve kimsesiz bireylerin günlük ihtiyaçlarını karşılamak üzere birçok barınma merkezi bulunmaktadır. Barınma merkezlerine yönelik ihtiyacı ortaya çıkartan koşullar sosyal ve ekonomik birçok faktöre bağlı olarak değişkenlik gösterir. Bu düşünce doğrultusunda barınma evine olan ihtiyacı ortaya çıkaran koşullar nedir? sorusu çalışmamızın çıkış noktasını oluşturmuş koşullar, değişkenler ve konaklayanların profili, sosyal politika-sosyal devlet perspektifinden analiz edilmeye çalışılmıştır. Nitel araştırma yönteminin tercih edildiği bu çalışma, Ankara Dışkapı Barınma evinde 04-05 Mart 2022 tarihlerinde gerçekleştirilmiştir. Araştırmadan elde edilen veriler, söz konusu hizmetten yararlananların ilgili literatürdeki zamansal sınıflandırma örüntüsüyle uyumlu olarak süreğen, epizodik ve geçici olmak üzere 3 grupta toplandığını göstermekte sorunların temelinde genel olarak ekonomik sıkıntıların bulunduğu, katılımcıların kendilerini dilenci olarak tanımlamadıkları, aksine insanlardan karşılıksız yardım beklemekten ziyade günlük ve geçici işlerde çalışarak gelir elde etmeye çalıştıkları ve bu şekilde yaşamlarını idame ettirmek istedikleri görülmüştür.
There are many accommodation centers to meet the daily needs of homeless and homeless individuals who have to live in the street openly to abuse because they cannot find any other accommodation. The conditions that reveal the need for accommodation centers vary depending on many social and economic factors. What are the conditions that reveal the need for a residential home in accordance with this thought? The question of the outcome point of our study is the circumstances, variables and the profile of the residents, the social policy-social state perspective has been tried to be analyzed. This study, in which the quality research method is preferred, was conducted at the Ankara External Residence House on 04-05 March 2022. The data obtained from the study showed that the users of the service were gathered in three groups, episodial and temporary, which were in accordance with the timely classification pattern in the relevant literature, and that the problems were based on general economic difficulties, the participants did not identify themselves as practitioners, instead of expecting unpaid assistance from people, they tried to earn income by working on daily and temporary jobs and thus wanted to live their lives.
