Daha erken yaşta puberteye ulaşmış olsa bile, on sekiz yaşını doldurmamış kişi çocuktur (ÇKK, 2005:1). Çocuk istismarı ise çocuğun anlamlandıramadığı ve gelişimini olumsuz yönde etkileyen davranışlar ve tutumlar bütünüdür. İstismar, aileyi ve çocuğu derinden etkileyen bir sorundur. Son yıllarda cinsel istismar vakaları medyanın da etkisiyle toplumda görünür olmaya başlamıştır. Çocuğa karşı temas gerektirmeyen davranışlarda örneğin pornografik yayın izlettirmek gibi olaylar da suç teşkil etmektedir. Cinsel istismara uğramış mağdur çocuklar hayatlarına kaldığı yerden devam edememektedir. Bu olay, çocuklarda bir travma süreci yaratmaktadır. Çocuk, travma sürecini çözümleyemediğinde, travma sonrası tepkiler vererek yaşamlarına dissosiye olarak devam ederler. Çocuk alanında çalışan ilgili bakanlıklar istismar vakalarında yetersiz kalmaktadırlar. Bu alanda çalışanlar ile multi-disipliner çalışarak ihmal / istismar vakalarını en aza indirgemeliyiz. Bu konuda sosyal hizmet uzmanlarının rolü büyüktür. Sosyal hizmet uzmanı, çocuğa en uygun müdahalede bulunarak çocuğu en az hasarla var olan yaşamına döndürebilmektedir. Bu müdahaleyi ise Sosyal İnceleme Raporu (SİR) ile yapmaktadır. Bu olgudaki çocuğumuz, 9 yaşında erkek cinsiyette, ilkokul 3. sınıf öğrencisidir. Anne ve babasının ilk evliliklerinden olma tek çocuğudur. Ebeveynleri bir boşanma sürecinden geçmektedir. Babanın sevgilisi ve öz babası tarafından 2 yıldır cinsel istismara uğramaktadır. Ayrıca çocuğun öz annesi de velayet kendisinde olmasına rağmen çocuğu ihmal etmektedir. Çocuğun bakımını diğer aile üyeleri karşılamaktadır. Vaka, az karşılaşılan özel bir durum olması sebebiyle önemini korumaktadır. Mağdur çocuğun Çocuk İzlem Merkezi’ne gelmesiyle durum açığa çıkmıştır. Olgu, çocukla görüşme yapılarak oluşturulan nitel bir çalışmanın ürünüdür. Olguyu sunmaktaki amacımız ise ihmal veya istismar vakalarının daha görünür kılınmasını sağlayarak ihmal veya istismar edilmiş çocuklara ulaşıp mağdur çocukların rehabilitasyonunu sağlamaktır.
A person who has not reached the age of eighteen, even if he has reached puberty at an earlier age, is a child (ÇKK, 2005: 1). Child abuse is a set of behaviors and attitudes that the child cannot understand and which negatively affect his or her development. Abuse is a problem which deeply affects the family and the child. Recently, sexual abuse cases have become visible in the society with the influence of the media. Behaviors that do not require psychical contact with the child, such as making children watch, pornographic broadcasts also constitute a crime. Children who are victims of sexual abuse cannot continue their lives as before. This situation creates a trauma process in children. When the child is unable to resolve the trauma procedure, they continue their lives as dissociated with posttraumatic reactions. Related ministries working in the field of children are insufficient in cases of abuse. We should minimize negligence / abuse cases by working in a multi-disciplinary manner with those working in this field. On this matter, social workers have a major role. With the most appropriate intervention to the child, the social worker can return the child to his/her normal life with minimum damage. This intervention works with the (SIR) Social Review Report. The child in this case is a 9-year-old male student in primary school at the 3rd grade. He is the only child of his parents’ first marriage. His parents are in the process of divorce. He has been sexually abused by her father’s lover and her own father for 2 years. Although he is in the custody of his biological mother, the mother neglects the child. Other family members were taking care of the child. Since the case is a special occasion that is rarely seen, it maintains its importance. The case was encountered when the victim child came to the Child Monitoring Center. The case is a product of a qualitative study, created by interviewing the child. Our aim in presenting the case is to make the cases of neglect or abuse more visible, to reach the neglected or abused children and to provide rehabilitation for the victim children.
