Abstract:

The problems in the Covid-19 process showed the world all how important the well-management of the innovation processes is in obtaining the desired results. Like corporate managers, public managers are facing increasingly complex challenges. In Covid 19 the spread rate of the disease has been a real-time indicator of how moving the world’s population is. As population movements and globalization increase, countries and cities are forced to provide services in much more varieties and characteristics than ever before to a larger, more intense and dispersed population of many different cultures. The rapid changes in the global economy affect the countries that have difficulty adjusting to these changes, and this often arises as economic disasters and growth problems. The study, designed in this framework, also takes into account the upcoming innovation efforts on the subject in Europe and America, referring to the concept of civil open innovation and the underlying drivers, addressing examples of how public governments and civil organizations benefit from the use of mass resources and technology for cooperation. The study and the open ecosystem approach are discussing whether the public administration will be able to develop business ecosystems by increasing the possibility of transparency and cooperation with external stakeholders such as people,, civil society organizations, universities and other countries.
