Even though the word “handicapped” is used in the place of disabled and impaired, these have all different meanings. The term disabled requires that disability be put in the focal point, in other words is a concept objectifying the norm of disability. On the other hand, being handicapped seems as a concept that enables us to get rid of obligation, at least in the long run, and could lead to a softening and flexibility in our ideas. The person who is “disabled” is defined in the Law of the Handicapped with an issue no of 5378 as the one having difficulties in comprising with social life and meeting daily needs due to the fact that he loses his physical, mental, spiritual, sensual and social skills at various levels as an innate reason or due to any kind of reason after birth, needing protection, caring, rehabilitation, counseling and supporting services. Disability that emerges depending on different reasons could be categorized in five headings: Mental disability, Visual disability, Hearing and speaking disability, Orthopedic disability and Chronic disiabilities. Some of the leading problems that the handicapped people meet are poverty, education, transportation, physical environment, housing and improvement. Except for these problems, the most important problem results from the perspectives of families and other people around for the handicapped people. Other problems of these people are, Rehabilitation, Family Life and Private Life, Employment, Transportation, Physical Environment and Housing. Every person has an ability to have a job and even though there are some troubles with the physical and mental functions of the handicapped people, or there is a lacking in this sense, they can work and participate in the production when they have a suitable education and rehabilitation taking caring of their features. In the communities where working is a significant part of culture, the handicapped are eager to work and produce like other people. The studies with regard to employment and occupational analyses have been carried out with the Coordinatorship of the Administration for Disable People by the Ministry of Education and Ministry of Labor and Social Security. Occupational analyses and statistical data of employment reveal the lack of courses organized. The lack of these courses could be seen in the labor market as well. The fact that the handicapped people who want to take place in the working life has a low level educational status and that they do not have vocational information and skills are the most important factors for the reluctance of the employers in employing them. This is the biggest barrier for the handicapped people for their employment.
