Ever since the civilization age, police (formal and informal) had been perceived to be the predominant custodian of security of life and properties both within and outside the home. However, this big expectation seems to be met with questionable effect. This article, therefore, focuses on the desirability of the traditional method of neighbourhood crime control and surveillance – policing. Notwithstanding the relevance of the police in neighbourhood crime control, literature abound that support the fact that increasing the numerical strength of police; building of more courts and appointing more judges or building more prisons may not way be an effective cure for neighbourhood crime. Sequel to this finding, this research work attempts to recommend the conceptual marriage of Crime Prevention Through Environmental Design (CPTED) and Crime Prevention through Social Development (CPSD) to birth Crime Prevention through Social and Environmental Development (CPSED) as a better alternative to the penal system. A future research on CPSD and CPTED is also recommended to promote housing and environmental sustainability. Key Words: Neighbourhood Crime, Police Performance, CPTED, CPSD, CPSED.
