Erzurum Kongresi, Türk Milli Mücadelesi’nin ilk ve en önemli kongrelerinden biridir. Kongre; Mondros Mütarekesi’nden sonra Anadolu’nun kimi bölgelerinin işgale uğraması, kimi bölgelerinin ise Ermenistan ve Pontus devleti kurma planlarının parçası haline gelmesi üzerine bu bölgelerde yaşayan Müslüman Türk halkının, bu girişimlere karşı çıkmak üzere kurdukları cemiyetlerin girişimiyle gerçekleşmiştir. Merkezi Trabzon’da olan Trabzon Muhafaza-i Hukuk-ı Milliye Cemiyeti ile merkezi İstanbul’da bulunan Vilayat-ı Şarkiye Müdafaa-i Hukuk-ı Milliye Cemiyeti Erzurum şubesinin ortak girişimleriyle 23 Temmuz 1919’da toplanan Erzurum Kongresi’ne, her iki cemiyetin örgütlendiği vilayet ve kaza merkezlerinden seçilen delegeler katılmışlardır. Mustafa Kemal Paşa’nın başkanlık yaptığı bu kongrede, bölgesel kurtuluş mücadelesi yerine ulusal kurtuluş mücadelesi kararı alınmıştır. Bu kongreye Trabzon Vilayeti’ne bağlı Tirebolu kazasından delege olarak seçilen Yusuf Ziya (Şişman) Bey, Giresun delegeleri İbrahim Hamdi ve Ali Naci (Duyduk) Bey’le birlikte kongrede muhalif kanatta yeralarak Kongre Beyannamesi’ni imzalamamıştır. Bu makalede Yusuf Ziya Bey’in aile şeceresi, hayatı, Erzurum Kongresi’ne delege seçilmesi ve kongredeki tutumu ile 1925 yılında yayımladığı Hakikat gazetesi ele alınıp değerlendirilmiştir.

The Erzurum Congress is one of the first and most important congresses of the Turkish National Struggle. The Congress, after the Mondros Convention, took place by the initiative of the communities that the Muslim Turkish people living in these regions, after the occupation of some of the regions of Anadolu, and when some of the regions became part of the plans to establish the state of Armenia and Pontus, they established to oppose these initiatives. The Trabzon Conservation-i Law-i Millions Association, which is located in Trabzon, and the Centre in Istanbul, with the joint initiatives of the Millions Association Erzurum Branch, participated in the Erzurum Congress, which was gathered on July 23, 1919, the elected delegates from the province and accident centers in which the two communities were organized. In this congress, which was presided by Mustafa Kemal Pasha, the decision was made on the national liberation struggle instead of the regional liberation struggle. This congress was elected as a delegate from the Tirebolu accident associated with the Trabzon province by Yusuf Ziya (Sweatman) Mr, the delegates of the Giresun with Ibrahim Hamdi and Ali Naci (Suyduk) Mr, who had not signed the Congress Declaration by sitting on the opposition wing in the congress. In this article, the family charity of Mr. Yusuf Ziya, the life of Mr. Yusuf Ziya, the elected delegate to the Erzurum Congress and his attitude in the congress were discussed and evaluated by the Truth newspaper published in 1925.

Erzurum Congress is one of the first and most important congresses of the Turkish National Struggle. Upon the Armistice of Mudros, some regions of Anatolia were invaded, and some regions were claimed by the so-called Armenia and Pontus states. The congress held by the Muslim Turkish people living in these regions to oppose these initiatives. The Erzurum Congress was convened on 23 July 1919 with the joint ventures of the participants from Trabzon (Muhafaza-ı Hukuk-ı Milliye Cemiyeti) and Erzurum (Vilayât-ı Şarkiye Müdafaa-ı Hukuk-ı Milliye Cemiyeti). The former society's headquarters was in Trabzon, and the latter's was in Istanbul. The delegates were elected from the provinces and district centres. The congress chaired by Mustafa Kemal Pasha declared an independence struggle on a national scale rather than local resistances. However, three delegates supported the opposition side and did not sign the Congress Declaration. They were Yusuf Ziya (Şişman), an elected delegate from the Tirebolu district of Trabzon Province, and Giresun delegates İbrahim Hamdi and Ali Naci (Duyduk) Bey. This article reviews Yusuf Ziya Bey's family history, examining his election as a delegate to the Erzurum Congress, and discusses his reaction to the Declaration during the congress under the light of the newspaper Hakikat, which he published in 1925.
