Tarihte ilk örneğine İsveç’te rastladığımız Ombudsmanlık kurumu Türkiye’de Kamu Denetçiliği (KDK) adıyla 2012 yılında kurulmuş, 2013 yılında bağımsız bir denetim mekanizması olarak faaliyetlerine başlamıştır. Kurum çalışma, sosyal güvenlik, personel rejimi, sağlık, ulaştırma gibi pek çok konuya ilişkin başvuruyu inceleme ve karar verme sorumluluğunu üstlenmiştir. İnceleme konularından bir diğeri de çocuk haklarına ilişkin başvurulardır. Bu çalışma Kurumun çocuk haklarının korunması ve geliştirilmesi noktasında etkinliğinin ve vermiş olduğu katkının ortaya konulmasını amaçlanmaktadır. Bu amaç doğrultusunda kurum tarafından hazırlanmış olan yıllık raporlar içerik analizi yöntemi ile ele alınacak, çocuk hakları başlığı altında yer alan şikayetler ve bu şikayetlere ilişkin karar türleri analiz edilecektir. Çalışma, çocukların kuruma doğrudan başvuru yapması için kurulan kdkcocuk.gov adlı internet sitesinin kuruluş yılı (2014) olması dolayısıyla 2014-2020 yılları arasını kapsayacaktır.
The Ombudsman’s institution in Sweden was founded in 2012 under the name of Public Audit in Turkey (KDK) and began its activities as an independent audit mechanism in 2013. The institution has taken responsibility to review and make decisions on many issues such as work, social security, staff regime, health, transportation. Another question is the question of the rights of children. This study aims to reveal the effectiveness and contribution of the institution to the protection and development of the rights of the child. Annual reports prepared by the institution for this purpose will be addressed by the method of content analysis, the complaints under the title rights of the child and the types of decisions relating to these complaints will be analyzed. The study will cover the years 2014-2020 as the establishment year (2014) of the website kdkcocuk.gov, which was established to help children apply directly to the institution.
