Abstract:

This study was conducted with the aim of studying the economic, social and political analysis of sport in development plans and government programs. It has also been studied the policies of the governments established from the establishment of the Republic to the present day and the impact on the development of the country’s sport. The data of the research was collected according to the document analysis method. The data received is interpreted by the method of comparison. Economic, social and political factors are very important in the development of countries. There must be a financial source for sporting.  Each development plan has worked on activities related to sports within five years and has made plans to implement in order to provide the opportunities needed for our country. The first five-year development plan and the ninth five-year development plan have not included the sport-related objectives and policies. Only in the last 20 years. During the period of the government of Erdogan, the sports objectives and policies were not included. The organization of the sport seems to be different according to the formation of the governments. Sports policy plays an important role in determining and meeting the needs of the community’s sports services. In government programs, the access to sports facilities of the public was first and foremost planned. The main topics of the establishment of sports by the government, the support of amateur sports, the development of mass sports, the training of sports trainees, the employment of sports workers, the training of elite athletes and the reception of international organizations to our country have formed the main agenda. In my day, the place of sports activities within the country has grown and evolved in an unmistakable level. In Turkey, sports activities are promoted and supported as a public service through the state and financial support is provided to the sports clubs in a fixed amount. Development plans and government programs have an extremely important place for the determination and effective use of sports policies. The development of healthy generations and the creation of modern communities is an integral part of education. Sport is the most important element that affects people’s health, morality, education, efficiency, production and labor. As a result, when developing plans and government programs are made, it is necessary to separate from simple and primary ideas and to allocate the resources that today individuals and athletes need in the framework of contemporary ideas that the main lines of plans and programs are determined and started to work and then the principles and objectives are prioritized to be presented as a service to citizens.
