Abstract:

It can be stated that urbanization is the beginning of civilization in general. Neverthless, it is not known when urbanization occurred. Despite this, to determine when urbanization occurred, researchers state that people's transition to a settled life due to hunting, shepherding, and agricultural activities are the beginning of urbanization. The main factor in the urbanization process is the qualitative change in economic activity. The concept of the welfare state emerged in Germany for the first time in history and started to be used in the late nineteenth century due to the measures taken within the scope of social security. The social welfare state is an understanding that envisages the intervention of the state in the economic field in order to reach the maximum level of social welfare in a society. The present study deals with how social welfare is provided in cities and focuses on the practices in question in this context. While doing this, the conceptual framework was looked at first. Then, the urbanization process in Turkey and the problems it causes are mentioned. Finally, social welfare practices in cities in Turkey were examined.
