Abstract:

The Council of Europe is one of the leading international organizations of today, observing a wide range of objectives, from human rights to the protection of the environment, from social issues that threaten humanity to the creation and protection of European cultural identity. The Council has introduced the European Charter of Autonomous Governments, which concrete the ideal for the development of local governments and local democracy within its objectives. The two founding members of the Council, Turkey and France, are the countries with socio-economic and political diplomatic relations based on centuries. The administration responds to an area where the countries look administratively similar with intense diplomatic relations. France has influenced Turkey in terms of the formation of the central administration and its relations with the local government. However, both countries have been forced to change their administrative structure according to the age and according to the demands of their citizens. The condition of autonomy is a legal arrangement that promotes that change on the basis of localization.
