Bu çalışmada Türkiye’de dış borçların sürdürülebilirliği; 1970-2018 dönemi Toplam Dış Borçların GSYH’ye Oranı, Toplam Dış Stokunun İhracata Oranı, Toplam Dış Servisinin GSYH’ye Oranı, Dış Borç Faiz Ödemelerinin İhracat Gelirlerine Oranı, Toplam Dış Borç Servisinin Döviz Gelirlerine Oranı, Toplam Uluslararası Rezervlerin Dış Borç Stokuna Oranı kriterleri (verileri) kullanılarak araştırılmıştır. Yapılan ADF, PP, KPSS, Vogelsang ve Perron (1998) ve Kapetanios (2005) yapısal kırılmalı birim kök testlerinde genel olarak Dış Borç Faiz Ödemelerinin İhracat Gelirlerine Oranı serisinin durağan olduğu görülmüş olup, bu kritere göre dış borçlar sürdürülebilirdir. Ancak diğer kriterler için böyle bir uzlaşı söz konusu değildir. Hatta çoğu kritere göre dış borçlar sürdürülemez çıkmıştır. Bu nedenle 1970-2018 döneminde Türkiye’de dış borçların sürdürülebilir olmadığına karar verilmiştir.
In this study, the sustainability of foreign debt in Turkey; the GDP rate of total foreign debt in the period 1970-2018, the export rate of total foreign stock, the GDP rate of total foreign service, the export income rate of foreign debt interest payments, the exchange income rate of total foreign debt service, the exchange rate of total international reserves, the exchange rate of foreign debt stock (data) criteria. The ADF, PP, KPSS, Vogelsang and Perron (1998) and Kapetanios (2005) structural broken units root tests found that the external debt interest payments in general were stable and the external debt is sustainable according to these criteria. However, there is no such agreement for other criteria. The majority of external debts are unstable. Therefore, in the period 1970-2018, it was decided that foreign debt in Turkey was not sustainable.
In this study; the sustainability of external debt in Turkey is investigated by using Ratio of Total External Debt to GDP, Total External Debt Stock to Export Ratio, Total External Debt Service to GDP Ratio, Ratio of External Debt Interest Payments to Export Revenues, Ratio of Total External Debt Services to Foreign Exchange Revenues, Ratio of Total International Reserves to External Debt Stock. In ADF, PP, KPSS, Vogelsang and Perron (1998) and Kapetanios (2005) structural break unit root tests, it is seen that the ratio of External Debt Interest Payments to Export Revenues is generally stationary, and according to this criterion, external debts are sustainable. However, there is no consensus for other criteria. In fact, according to many criteria, external debts are unsustainable. Therefore, it is decided external debts in Turkey are not sustainable in 1970-2018 period.
