Osmanlı Devleti’nin 19. yüzyılın ikinci yarısında gerçekleştirmiş olduğu kanunlaştırma hareketleri, bölgesel ve idari farklılıklar olmaksızın, ülke genelinde eşit ve standart bir şekilde uygulanabilir, merkezi otoritenin gücünü hissettiren bir idari yapı oluşturmanın yanı sıra batının kurumsal kabiliyetlerinin de ülkeye özgü bir şekilde uygulanmasını amaçlamıştır. Tüm kurumlarıyla belirli bir düzen oluşturmaya çalışan Osmanlı Devleti, sınır güvenliğinin sağlanması ve yaklaşmakta olan savaşlara hazırlık yapmak adına tahkim edilmiş stratejik bölge sayısını günden güne ve sistematik bir şekilde arttırmıştır. Özellikle kale ve tabya gibi müstahkem alanların askeri kabiliyetlerinin arttırılması adına önlemler almak isteyen Osmanlı Devleti, kanunlaştırma hareketlerinin de etkisiyle, bölgesel ve değişken tedbirler almak yerine tüm Osmanlı ülkesinde uygulanması gereken bir dizi kararlar almıştır. Mıntıka Nizamnamesi ismi ile yürürlüğe giren uygulama neticesinde şehirlerin de imar planlarına müdahale edilmiş ve askeri mıntıkaların etrafı boş bırakılarak özellikle tabyaların hem görüş ve atış kabiliyetinin arttırılması hem de sivil zayiatlarının önüne geçilmesi hedeflenmiştir. Bu çalışmada devletin hedefleri doğrultusunda yürürlüğe aldığı mıntıkalara yönelik 1901 tarihli talimatname, talimatnamedeki eksiklik ve belirsizlikler nedeniyle çevrilerek uygulamaya alınan Mıntıka Nizamnamesi ile eklerinin içeriğinin analiz edilmesi amaçlanırken, nizamnamenin uygulanmasında karşılaşılan güçlükler ve ortaya çıkan yeni gelişmelere karşı gösterilen kurumsal tepkilere de değinilmiştir.
The legislation movements carried out by the Ottoman State in the second half of the 19th century, without regional and administrative differences, could be implemented equally and standardly throughout the country, with the aim of creating an administrative structure that feels the power of the central authority, as well as the implementation of the institutional capabilities of the West in a specific way to the country. The Ottoman State, which is trying to establish a specific order with all its institutions, has increased the number of strategic areas that have been arbitrated on a daily basis and systematically in order to ensure the security of the border and prepare for the coming wars. The Ottoman State, which wants to take measures in the name of increasing its military capabilities, especially in the castle and tabia, has taken a series of decisions that should be implemented in the entire Ottoman country instead of taking regional and variable measures, with the influence of the legislation movements. As a result of the application entering into force with the name of Mıntıka Nizamnamesi, the cities were also interfered with the construction plans and left the surroundings of military mines empty,
The codification movements carried out by the Ottoman Empire in the second half of the 19th century, aimed to create a standardized and uniform application of laws throughout the country, regardless of regional and administrative differences, to establish an organizational structure that reflects the strength of the central authority, as well as the institutional capabilities of the West in a way that is specific to the country. The Ottoman Empire, which attempted to create a particular order with all its institutions, increased the number of strategically fortified regions systematically and progressively to ensure border security and prepare for upcoming wars with the impact of codification movements, the Ottoman Empire, which wanted to take measures to increase the military capabilities of fortified areas such as castles and bastions, made a series of decisions that needed to be implemented throughout the Ottoman Empire instead of regional and variable measures. The application implemented under the name of District Regulations (Mıntıka Nizamnamesi) resulted in the intervention of the urban planning of cities and the surrounding military zones to increase the sight and firing capabilities of fortresses to prevent civilian casualties. This study aims to analyze the content of the 1901 directive aimed at the fortified areas that the state has implemented in line with its objectives, as well as the Districts Regulations and appendices, which were translated due to the deficiencies and uncertainties in the directive. In addition, the institutional reactions to the difficulties encountered in implementing the regulation and the emerging new developments are also discussed.
