Bu çalışma çok partili hayata geçiş döneminde orman ve ormancılık politikası ile bu politikanın Türk ekonomisine olan etkilerini incelemektedir. Makale iki bölüme ayrılmaktadır: 1) Orman ve ormancılık hakkındaki kanuni düzenlemeler. 2) Orman ve ormancılıkla ilgili faaliyetler. Orman ve ormancılık çalışmaları sayısal veriler üzerinden değerlendirilmiştir. Çalışmanın literatür bilgileri birinci elden kaynaklar vasıtasıyla elde edilmiştir. Araştırmada şu neticeler ortaya konulmuştur: Çok partili hayata geçiş döneminde hükûmet orman ve ormancılıkla ilgili kanuni düzenlemeler yaparak, bu doğal zenginliklerin geliştirilmesi önündeki engelleri ortadan kaldırmaya çalışmıştır. Ayrıca Orman Genel Müdürlüğü’ne her yıl bütçeden ayrılan önemli miktarlardaki ödeneklerle bir yandan ormancılık alanındaki faaliyetlerde mesafeler kat edilirken diğer yandan koruma amaçlı mühendis, memur ve müfettiş istihdamına özen gösterilmiştir. Bu suretle ormanların genişletilmesi ve mahsullerinden de yeterince yararlanılması temin edilerek Türk ekonomisine destek sağlanmıştır.
This study examines the impact of the forest and forest policy on the Turkish economy during the multi-party transition. The article is divided into two sections: 1) Legislative provisions on forestry and forestry. 2) forests and forestry activities. Forestry and forestry studies have been evaluated by numerical data. The literary information of the study was obtained through first-hand sources. The research found the following conclusions: During the multi-party transition, the government, by making legal regulations on forestry and forestry, tried to eliminate the obstacles to the development of these natural wealth. In addition, the General Directorate of the Forest has been carried out with significant amounts of payments allocated from the budget each year, on the one hand, the distances in the forestry field are increased, while on the other hand, the employment of engineers, officers and inspectors for protection has been carried out. Thus, the expansion of the forests and the sufficient exploitation of their crops were provided to the support of the Turkish economy.
This study examines Türkiye’s forest and forestry policy and the effects this policy had on the Turkish economy while transitioning to the multi-party system. The article is divided into two parts: (1) Legal regulations regarding forests and forestry and (2) forest and forestry-related activities. This study evaluates forestry and forestry studies based on numerical data. The study mainly used primary sources to obtain information about the subject. The results of the research are as follows: During the transition to the multi-party system, the Turkish government introduced legal regulations regarding forests and forestry to remove the obstacles for improving these natural riches. With the significant amount of funds allocated annually from the budget to the General Directorate of Forestry, progress was additionally made in forestry activities while also paying attention to the employment of engineers, civil servants, and inspectors for the purpose of preservation. All these activities contributed to the Turkish economy by ensuring the expansion of forests and the efficient use of their resources.
