Yerel ve Genel Seçimlerde Yolsuzluğun Oy Verme Davranışına Etkileri

Bu çalışma yolsuzluğun oy verme davranışına yerel ve genel seçimlerdeki etkilerini inceleyerek, seçmenin yolsuzluğa karşı verdiği tepkilerin bu seçimlerde nasıl farklılaştığını araştırmaktadır. Çalışmada iki temel araştırma sorusu bulunmaktadır: (i) Türkiye’de seçmenin politikacıları yolsuzluktan dolayı seçimlerde cezalandırması (politikacıların alacağı oy oranlarındaki azalma) yerel ve genel seçimlerde nasıl farklılaşmaktadır? (ii) Hâlihazırda yolsuzluğa bulaşmış mensubunu yeniden aday göstermek yerine seçimlere farklı bir adayla katılmak bir siyasi partinin oy oranını Türkiye’deki yerel ve genel seçimlerde nasıl etkilemektedir? Bu soruları seçmenden doğrudan toplanan bilgiyi kullanarak cevaplayabilmek için kısa tasvir (vignette) yöntemiyle tasarlanan bir anket, ikinci düzey İktisadi Bölge Birimleri Sınıflandırılmasına (İBBS) göre belirlenen 28 ilde, 3640 kişilik bir örneklem üzerinde uygulanmıştır. Bulunan ilk sonuç yolsuzluğun oy verme davranışına yerel seçimlerdeki etkisinin, genel seçimlere kıyasla daha az olduğunu göstermektedir. Adayın yolsuzluğa bulaşmış olmasını, seçmen yerel seçimlerde, genel seçimlere göre daha az önemsemektedir. Bir diğer sonuç, bir siyasi partinin yolsuzluk yapan seçilmiş bir mensubunun yerine bir sonraki seçimde başka bir aday göstermesinin, partinin alacağı oy oranını hem genel seçimlerde hem de yerel seçimlerde arttıracağıdır. Fakat, oy oranındaki bu artış, genel seçimlerde, yerel seçimlere göre daha yüksek olmaktadır. Sonuçların seçmenin cinsiyet, yaş, eğitim düzeyi, gelir seviyesi, çalışma durumu gibi demografik özelliklerine ve yaşadığı coğrafi bölgeye göre farklılık gösterip göstermediği de analiz edilmiş, bazı sonuçların farklılaştığı görülmüştür.

The impact of corruption on voting in local and general elections

This study examines the impact of corruption on voting behavior in local and general elections, and explores how the reactions of the voter to corruption differ in these elections. The study has two fundamental research questions: (i) How does the punishment of voters in Turkey for corruption in elections (the reduction in voting rates that politicians will receive) differ in local and general elections? (ii) How does participation in the elections with a different candidate instead of re-candidating a already corrupt member affect the voting rate of a political party in local and general elections in Turkey? A survey designed by the short description (vignette) method to be able to answer these questions using the information collected directly from the voter, was implemented on a sample of 3640 people in 28 provinces, determined by the Second Level Economic Regional Units Classification (IBBS). The first findings show that corruption’s impact on voting behavior in local elections is less than general elections. The candidate is infected with corruption, voters are less concerned in local elections than in general elections. Another result is that a political party’s appearance of another candidate in the next election instead of a corrupt elected member will increase the voting rate that the party will receive in both general and local elections. However, this increase in voting rates is higher in general elections than in local elections. The results of the selection have been analyzed and analyzed whether they differ according to their demographic characteristics, such as gender, age, education level, income level, work status and the geographical area in which they live, and some results have been shown different.

This paper studies the effects of corruption on voting behavior in the local and general elections, investigating how the voters’ response to corruption differs in these elections. We have two main research questions: (i) how does the electoral punishment for corruption (in terms of lower vote shares) differs in local and general elections, and (ii) how does nominating a new candidate, instead of re-nominating the corrupt incumbent, affect the vote share of a political party in local and general elections. To collect data to answer these questions, we designed a survey using the vignette method, and administered it to a sample of 3640 individuals in 28 provinces determined according to the second-level Nomenclature of Territorial Units for Statistics (NUTS). Our first finding is that the effect of corruption on voting behavior in the local elections is smaller than that in the general elections. That is, compared to the general elections, voters care less about corruption in the local elections. We also find that, nominating another candidate instead of re-nominating a corrupt incumbent has a positive effect on the vote share of a political party in both the general and local elections. But, the increase in the vote share is greater in the general elections than in the local elections. We also analyzed whether these results depend on the demographic characteristics of the voters such as gender, age, education level, income level, employment status, and the geographical region that the voter lives. We find that it does.
