XIX. yüzyılın ikinci yarısından itibaren asayiş problemini belirginleştiği Balkanlarda da güvenliği sağlamak için başvurulan cezalandırma yöntemlerinden biri sürgün olmuştur. İpek, Pirizren, Vulçitrin, Yakova, Bosna ve çevresi, Tırhala gibi yerlerden uzaklaştırılanların gönderildiği mahallerden biri Karadeniz bölgesidir. Özellikle Kastamonu, Çorum, Sinop, Samsun, Trabzon gibi vilayetler Balkanlı sürgünlere menfa olmuştur. Osmanlı yönetimi sürgünlerin talep ve şikâyetlerini cezaya çarptırıldıkları andan itibaren dikkate almış bazen genel aflarla bazen de mazeretlerine binaen münferit aflarla salıverilmelerine imkân tanımıştır.
