Kamu hizmetlerinin tedarikçisi ve sunucusu olan kamu sektörünün “etik yönetim” ilkelerine dayalı bir işleyişe sahip olması, “kamu gücü”nün “kamu yararı” doğrultusunda kullanılması açısından temel bir gerekliliktir. Kamu yönetiminde dürüstlük ve bu bağlamda etik yönetim gerekliliklerinin neler olduğu sorusunun cevabı için, davranışlarımızın ve içerisinde yaşadığımız toplumun kültür kodlarını şekillendiren kültürel kaynaklarımıza başvurmamız gerekmektedir. Kültürel kaynaklarımızla kurulacak bağlar, kamu yönetimlerinde etik kültürün geliştirilmesine yönelik çabaların başarıya ulaşmasında da etkili olacaktır. Söz konusu bağların güçlendirilmesi halinde ortaya konacak değerler manzumesi ya da davranış kodlarının benimsenmesi, uygulamaya geçirilmesi ve sonuç alınması daha kolay olacaktır. Mevlânâ Celaleddîn-i Rumî’nin önemli eserlerinden olan, 13. yüzyıl Anadolu kültürünün ve bu kültürün bir parçası olduğu medeniyetin değerlerini yansıtan Mesnevi, hakikat arayışındaki insana kim olduğunu, varlık nedenini, hangi değerler üzerine bir yaşam sürmesi gerektirdiğini anlatan bir referans kaynaktır. Eser, bireysel yaşamın olduğu kadar kamu yönetiminin de doğruluk ve dürüstlük anlayışı üzerine inşa edilmesine yönelik temel gerekliliklere işaret etmektedir. Mesnevi’nin asırlar öncesinden işaret ettiği yönetimde etik gerekliliklerin günümüz için taşıdığı anlamın ve aynı zamanda günümüz kamu yönetiminin temel değerlerinin asırlar öncesi kaleme alınmış bu eserdeki izlerinin incelenmesi amacını taşıyan bu çalışmada, söz konusu ana kaynak ve ilgili zengin literatür derinlemesine incelenerek ortaya konulmuştur.
The fact that the public sector, which is the supplier and server of public services, has a function based on the principles of "ethical management", is a fundamental requirement in terms of the use of "public power" in the direction of "public benefit". To answer the question of honesty in public administration and what the ethical management requirements are in this context, we need to apply to our cultural resources that shape the cultural codes of our behavior and society in which we live. The links that will be established with our cultural resources will also be effective in achieving success in the efforts to develop ethical culture in public governments. It will be easier to identify the values that will be revealed if the connections are strengthened or the adoption, implementation and resulting of codes of behavior. Mevlânâ Celaleddîn-i Rumî’s important works, reflecting the values of the 13th century Anadolu culture and the civilization that is part of this culture, the Mesnevi is a reference source to the man in the search for truth who is, the cause of existence, which values requires a life on. The work points to the basic requirements for the public administration as well as the individual life to be built on the understanding of righteousness and honesty. In this study, which aims to study the meaning that ethical requirements carry for today in the administration that Mesnevi pointed out centuries ago, and also the footprints of the fundamental values of today’s public administration in this work, which has been taken into account centuries earlier, the main source and the related rich literature have been found by a thorough study.
Integrity-based functioning of public sector, which is provider of public services, is a necessity in terms of using public power for the sake of public interest. At this point, one of the main questions to raise could be as follow: What are the key necessities of ethical management in public sector? In order to find out an answer to this question, we should apply for our cultural resources shaping our behaviours and cultural codes of society we live in. Ties to be established with our cultural resources would be effective to get success in all efforts towards development of ethics culture in public managements. Recognizing and practicing of codes of behaviours to be set by having strengthened ties with our cultural resources and accomplishing the expected results of them would be easier. Mathnawi, one of the masterpiece of Mawlana Jalal al-Din al-Rumi, reflects the values of Anatolian culture dating back to 13th century and the civilization of which this culture is a part. It is a reference work telling human being who looks for the Truth about who he or she is, the reason of his or her existence and on what values he or she should live own life. Mathnawi makes references to the key necessities to make both indivudial life and public management be built on integrity and honesty understanding. Therefore, the purpose of this paper is to analyze the meaning of ethical requirements in management pointed out centuries ago for today in the Mathnawi and identify the traces of fundamental values of today’s public management within this work at the same time. The paper has been developed by analysing the aforementioned main resource and relevant rich literature in depth
