Abstract:

As a reason for the rule of law, legal security can be defined as a guarantee or protection to eliminate the risk of uncertainty or sudden change in law enforcement. The correct definition of the principle of legal security is important for the correct determination of the content of the principle. In this context, it will be useful to analyze the conceptual development of legal security in national and international law from the past to the present. Recently, the principle of legal security, which has often started to be included in the decisions of the European Court of Justice, keeps the concept of legal security on the agenda. As a reflection of international law, the concept of legal security, which has begun to be included in national law, is shaped day by day by judicial proceedings and takes its place in the legal systems. Although the legal security is a fairly extensive scope of use, it is important to ensure comprehensible integrity throughout the concept.
