Abstract:

The diplomacy, which is defined as the conduct of international relations in peaceful ways, including war, has undergone a process of development in itself, being implemented in different ways in different times. It has existed in different forms from the time when people began to live in separate groups to the present day, and has now taken its place as an important foreign policy instrument and institution. Diplomacy, which began to be noticed with the loss of power and land in the Ottoman Empire, achieved its original development in the late 19th century. In the 19th century, significant events, such as the Serbian Rebellion, the Greek Rebellion, the Cavalier issue, the Crimean War and the Ottoman-Russian War, have led to the Ottoman Empire to undergo a challenging diplomatic process. Since the process of corporationalization to the External Nazareth extended to a late period as in the 19th century, there was no successful diplomacy in foreign affairs. This article first gave diplomacy conceptually, then the process of development of Ottoman diplomacy was discussed comparatively in the form of the 19th and 19th centuries.
