2008 yılında ABD’den başlayan ve kısa bir süre içinde bütün dünyayı etkisi altına alan küresel finans krizi, finansal sistemde yaşanan sorunların reel ekonomi üzerinde yıkıcı etkiler meydana getireceğini ortaya koymuştur. Makroekonomik görünümün bozulduğu ve finansal dengesizliklerin yoğunlaştığı, küresel kriz döneminde geleneksel politikalar ekonomiye müdahale aşamasında etkinliğini koruyamamışlardır. Aynı zamanda küresel kriz ile birlikte fiyat istikrarının finansal istikrar için yeterli olmadığı sonucuna varılmış olup, bu süreçte yaşanan aşırı finansal oynaklığa müdahale aşamasında geleneksel politikalar etkinliğini yitirdiği için, daha hızlı ve etkin olması açısından geleneksel olmayan para politikası araçlarına ihtiyaç duyulmuştur. Bu kapsamda bilhassa kısa vadeli sermaye hareketlerinin ülke ekonomileri üzerinde arttırdığı riskleri azaltmak amacıyla tercih edilen faiz koridoru uygulaması, ülkelerin kendi finansal ve makroekonomik durumları kapsamında faiz koridoru uygulamasına başvurulmaktadır. Bu çalışmada, küresel finans krizi sonucunda makroekonomik dengesizliklerin artması ve finansal istikrarın sağlanması aşamasında geleneksel olmayan para politikalarına neden ihtiyaç duyulduğu ve bu kapsamda geleneksel olmayan faiz koridorunun işleyişi ve finansal istikrar açısından etkinliği irdelenecektir.
The global financial crisis, which started in the USA in 2008 and affected the whole world in a short time, revealed that the problems in the financial system would have devastating effects on the real economy. During the global crisis, when the macroeconomic outlook deteriorated and financial imbalances intensified, traditional policies could not maintain their effectiveness in the intervention phase of the economy. At the same time, it was concluded that price stability was not sufficient for financial stability with the global crisis, and since traditional policies lost their effectiveness in the intervention phase of excessive financial volatility experienced in this process, non-traditional monetary policy tools were needed in order to be faster and more effective. In this context, the interest rate corridor application, which is preferred especially in order to reduce the risks posed by short-term capital movements on the economies of the countries, is applied within the scope of the countries' own financial and macroeconomic conditions. In this study, the need for unconventional monetary policies in the process of increasing macroeconomic imbalances and ensuring financial stability as a result of the global financial crisis, and in this context, the functioning of the unconventional interest rate corridor and its effectiveness in terms of financial stability will be examined.
