Yeni Türk devletinin kurulmasıyla birlikte tam bağımsızlığın olmazsa olmazı olan iktisadi bağımsızlığın sağlanması için İzmir İktisadi Kongresi ve sonrasında da ülke genelinde ekonomik kalkınma hamleleri ve politikaları yürütülmeye başlanmıştı. Tarımsal alanda öncelikle aşar vergisinin kaldırılması, tohum ve hayvan ıslahı ile bunların dağıtımı, makineli tarıma geçiş, ziraat mektepleri ile toprak mahsulleri ofislerinin kuruluşu, sulama kanallarının yapımı ve tamiri, toprak reformu gibi uygulamalar gerçekleştirildi. Bununla beraber ticari hayatta ise benimsenen liberal ekonomi doğrultusunda bankacılık faaliyetleri ve kredi imkanları arttırılırken gümrük muafiyetleri ve sonrasında devletçilik ilkesi gibi birçok uygulama ve politika hayata geçirilmiş veya geçirilmeye çalışılmıştı. Tüm bu çalışma ve uygulamalara ülkenin %15’ini oluşturan Doğu’nun da katkı sunması topyekûn kalkınma hamlesi açısından bir o denli önem arz etmekteydi. Bu çalışma, 1923-1950 dönemleri arasında başta dönemin Başbakanı olmak üzere TBMM Başkanı, İktisat Vekili, Umum Müfettişleri ve Milletvekillerinin Doğu’da gerçekleştirdikleri tetkikler neticesindeki analizleri ve bu analizler sonrasında ortaya koymuş oldukları raporlar doğrultusunda mevcut hükümetin bölgenin kalkınması doğrultusundaki politikalarını ve uygulamalarını kapsamaktadır. Bu çalışmada Tek partinin uyguladığı genel ekonomik politikaların Doğu’da nasıl bir yansımasının olduğunu, uyguladığı ekonomik pratiklerin nasıl bir karşılık bulduğunu irdelenmesi amaçlanmaktadır.
With the establishment of the new Turkish state, economic development moves and policies were started to be carried out throughout the country in the Izmir Economic Congress and afterwards in order to ensure economic independence, which is the sine qua non of full independence. In the agricultural field, practices such as the abolition of the tithe, the improvement of seeds and animals and their distribution, the transition to mechanized agriculture, the establishment of agricultural schools and land crop offices, the construction and repair of irrigation canals, and land reform were carried out. On the other hand, in commercial life, while banking activities and credit opportunities were increased in line with the liberal economy adopted, many practices and policies such as customs exemptions and later the principle of statism were implemented or tried to be implemented. The contribution of the East, which makes up 15% of the country, to all these studies and practices was equally important in terms of the total development move. This study covers the policies and practices of the current government in the direction of the development of the region, in line with the analyzes of the Prime Minister of the period, the Speaker of the Grand National Assembly, the Deputy Minister of Economy, the General Inspectors and the Deputies, as a result of the examinations they carried out in the East, and the reports they produced after these analyzes between 1923-1950. In this study, it is aimed to examine the reflection of the general economic policies implemented by the single party in the East, and how the economic practices implemented by it are reflected.
