Küreselleşme ile birlikte ortaya çıkan 20. yüzyılın son çeyreğinde meydana gelen gelişmeler ve 21. yüzyılın başlaması ile dünya, hızlı bir gelişim ve dönüşüm sürecinden geçmektedir. Küreselleşme ile ortaya çıkan bu süreçte dönüşüm, belirli bir coğrafyada ve belirli bir alanda olmayıp tüm dünyada teknolojik, sosyal, toplumsal, ekonomik, kültürel ve yönetsel gibi tüm alanlarda kendini hissettirmektedir. Yönetsel alandaki gelişmeler daha etkin ve verimli bir devlet gerekliliğini ortaya çıkarmıştır. Devleti etkinleştirmek ise, öncelikle kamu yönetimini etkinleştirmek anlamına gelmektedir. Literatür taramasıyla hazırlanan bu çalışmada, kamu hizmetlerinin kaliteli ve verimli bir şekilde sunulması için vatandaşın talepleri göz önünde bulundurularak, vatandaşı tatmin edici bir şekilde hizmetler yerine getirmenin önemi üzerinde durulmuştur. Böyle bir yönetimin ise kuralcılığın, verimsizliğin, egemen olduğu bürokratik bir anlayış terk edilerek yerine vatandaşın odakta olduğu bir yönetim anlayışının benimsenmesiyle oluştuğu sonucuna varılmıştır.
With the developments that occurred in the last quarter of the 20th century and the beginning of the 21st century, the world is undergoing a rapid process of development and transformation. In this process emerging by globalization, the transformation does not feel in a particular geography and in a particular area, but in all areas of the world, such as technological, social, social, economic, cultural and administrative. The development in the administrative field has revealed the need for a more effective and efficient government. To activate the state, it means to activate the public administration first. This study, prepared by the literature scan, focused on the importance of citizens to perform services in a satisfactory way, taking into account the demands of citizens to provide public services in a quality and efficient manner. Such a governance has come to the conclusion that the rule of law, inefficiency, is formed by the adoption of a governance in which the citizen is focused, instead of abandoning a bureaucratic understanding that it dominates.
